| Abstract: | Hutan rakyat di Desa Pabuaran, Kecamatan Sukamakmur, Kabupaten
Bogor, memiliki luas sekitar 192 ha. Sayangnya, mayoritas hutan dikuasai oleh
penduduk non-lokal, sedangkan penduduk lokal berstatus sebagai petani
penggarap. Penelitian ini bertujuan untuk mengidentifikasi persepsi masyarakat,
aktor yang terlibat, dan bagaimana dinamika pengelolaan hutan rakyat di Desa
Pabuaran. Penelitian dilakukan pada Januari - Mei 2024 dengan 45 responden yang
diperoleh melalui metode purposive sampling, dan lima informan yang
diwawancarai menggunakan metode snowball sampling. Tanaman yang
dibudidayakan dibagi menjadi empat jenis: tanaman kehutanan (sengon, akasia,
kayu afrika, dan mahoni), tanaman pangan (padi, ubi, singkong, dan jagung),
tanaman hortikultura (sacha inchi), dan tanaman MPTS (multi-purpose tree
species) yaitu pisang, durian, rambutan, petai, jengkol, dan alpukat. Persepsi
masyarakat terhadap pengelolaan hutan rakyat pada subsistem produksi dan
kelembagaan berada pada kategori baik, sementara pada subsistem pengolahan dan
pemasaran berada dalam kategori cukup. Dinamika pengelolaan hutan rakyat
menunjukkan korelasi dan peran aktor yang terlibat, yaitu sebagian besar pemilik
lahan yang merupakan penduduk non-lokal yang memiliki minat rendah terhadap
pengelolaan hutan berkelanjutan, tetapi memiliki pengaruh besar dalam
pengambilan keputusan terkait pengelolaan hutan rakyat. The private forest area in Pabuaran Village, Sukamakmur District, Bogor Regency, is about 192 ha. Unfortunately, most areas are owned by non-local residents, while the local residents are farm workers. This study aimed to identify the community's perceptions, the actors involved, and the dynamics of private forest management in Pabuaran Village. This research was conducted in January - May 2024 with 45 respondents through the purposive sampling method and five informants interviewed by snowball sampling method. The cultivated plants are categorized into four types: forestry plants (sengon, acacia, manii wood, and mahogany), food crops (rice, yam, cassava, and corn), horticultural plants (sacha inchi), and MPTS (multi-purpose tree species) plants (banana, durian, rambutan, petai, jengkol, and avocado). The community's perception of private forest management in the production and institutional subsystems is in a good category, while the processing and marketing subsystems are in the fair category. The dynamics of private forest management show the correlation and roles of the actors involved, that most of the landowners who are non-local residents have low interest in sustainable forest management, but they have a great influence in decision making related to private forest management. |
