Abstract: Semua provinsi di Kawasan Barat Indonesia (KBI) baik tingkat kemandirian fiskal maupun belanja daerahnya terus mengalami peningkatan setiap tahunnya. Namun demikian, tingkat ketimpangan antar wilayah di masing-masing provinsi bervariasi, ada yang cenderung menurun dan banyak yang cenderung meningkat. Dengan demikian tujuan utama penelitian ini adalah menganalisis dampak kemandirian fiskal dan belanja daerah terhadap ketimpangan antar wilayah di tingkat provinsi di KBI. Metode analisis yang digunakan yaitu regresi data panel yang terdiri dari data cross section 21 provinsi di KBI dan data time series tahun 2014-2022. Hasil analisis menunjukkan bahwa hanya variabel belanja daerah bidang ekonomi yang berpengaruh negatif dan signifikan terhadap ketimpangan antar wilayah. Variabel kontrol yang dapat menurunkan ketimpangan antar wilayah secara signifikan adalah infrastruktur listrik. Untuk mengatasi masalah ketimpangan di KBI, pemerintah perlu memprioritaskan alokasi anggaran bidang ekonomi untuk memperluas kesempatan kerja dan memperluas jangkauan akses listrik khususnya di delapan provinsi (Sumatera Utara, Sumatera Selatan, Bengkulu, Jawa Tengah, Yogyakarta, Jawa Timur, Banten, Kalimantan Timur) yang tingkat ketimpangan wilayahnya relatif tinggi, sementara belanja ekonominya relatif rendah.
All provinces in the Western Indonesia Region (KBI) have continued to increase both fiscal independence and regional spending every year. However, the level of inequality between regions in each province varies, some tend to decrease and many tend to increase. Thus, the main objective of this study is to analyze the impact of fiscal independence and regional spending on inequality between regions at the provincial level in KBI. The analysis method used is panel data regression consisting of cross-section data from 21 provinces in KBI and time series data from 2014-2022. The analysis results show that only regional spending variables in the economic sector have a negative and significant effect on inequality between regions. The control variable that can significantly reduce inequality between regions is electricity infrastructure. To overcome the problem of inequality in KBI, the government needs to prioritize the allocation of the economic budget to expand employment opportunities and expand the reach of electricity access, especially in eight provinces (North Sumatra, South Sumatra, Bengkulu, Central Java, Yogyakarta, East Java, Banten, East Kalimantan) whose regional inequality levels are relatively high, while their economic spending is relatively low.
