| dc.description.abstract | Maluku Utara merupakan salah satu sentra produksi pala (Myristica fragrans) di Indonesia. Namun demikian, sebagai salah satu sentra produksi pala, Maluku Utara masih berfokus pada on-farm perkebunan pala. Padahal kegiatan bio-bisnis berupa diversifikasi produk pala berpotensi memberikan nilai ekonomi tinggi. Diversifikasi produk pala masih rendah pengusahaannya di wilayah Maluku Utara. Diversifikasi produk pala yang masih rendah merupakan permasalahan klasik di Maluku Utara. Pemerintah memiliki peran strategis dalam menggerakkan dan mengarahkan pengembangan bisnis pala sebagai komoditas unggulan di Maluku Utara. Analisis nilai tambah dapat memberikan gambaran tentang seberapa optimal pengolahan pala dalam menghasilkan produk bernilai tambah. Sehingga, strategi bisnis perlu ditetapkan melalui diversifikasi produk dalam pengembangan bio-bisnis pala. Tujuan penelitian ini adalah menghitung rasio nilai tambah yang diperoleh dari diversifikasi produk pala di Provinsi Maluku Utara, mengidentifikasi faktor internal dan eksternal yang mempengaruhi pengembangan bio-bisnis pala di Provinsi Maluku Utara, serta merumuskan strategi alternatif dan strategi prioritas dalam pengembangan bio-bisnis pala di Provinsi Maluku Utara. Manfaat dari penelitian ini diharapkan dapat digunakan sebagai bahan masukan kepada pemerintah daerah Provinsi Maluku Utara, dan berbagai pihak terkait. Serta sebagai bahan rujukan penelitian selanjutnya. Ruang lingkup penelitian ini yaitu penelitian dilakukan pada Kabupaten Halmahera Utara dan Kota Ternate. Penelitian hanya sampai pada tahap menghitung nilai tambah diversifikasi produk pala untuk mengetahui seberapa optimal pengolahan pala menghasilkan produk bernilai tambah tinggi, serta menyusun dan merumuskan strategi yang tepat dalam pengembangan bio-bisnis pala di Maluku Utara. Penelitian dilakukan pada bulan Februari sampai dengan Maret 2024 di Kabupaten Halmahera Utara dan Kota Ternate, dengan jumlah sampel 108 petani pala, 4 pelaku usaha, dan 17 pakar. Petani berperan sebagai responden untuk informasi aktivitas produksi dan diversifikasi produk pala. Sedangkan, pelaku usaha berperan sebagai responden untuk informasi produk olahan pala selain rempah. Sementara pakar berperan sebagai responden untuk informasi penentuan strategi. Penelitian menggunakan metode deskriptif dengan pendekatan mixed method. Metode deskriptif kualitatif untuk mendeskripsikan identifikasi faktor internal-eksternal. Sedangkan metode deskriptif kuantitatif untuk menganalisis nilai tambah serta merumuskan alternatif dan prioritas strategi pengembangan bio-bisnis pala di Provinsi Maluku Utara. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Data primer diperoleh dari interview survey dengan menggunakan kuesioner yang ditujukan kepada petani pala, pelaku usaha dan pakar. Data sekunder diperoleh dari dinas/instansi terkait. Pengumpulan data dilakukan dengan menggunakan beberapa teknik yaitu melalui interview survey serta studi pustaka. Informasi dikumpulkan dari responden terpilih pilihan peneliti atas dasar karakteristik sampel yang spesifik sehingga cocok untuk mewakili populasi. Serta mengumpulkan data dari dinas/instansi terkait. Hasil penelitian ini menunjukkan pertama, terdapat sembilan belas (19) produk olahan yang memungkinkan diproduksi dari pala di Provinsi Maluku Utara. Berdasarkan perhitungan Metode Hayami, pengolahan pala optimal menghasilkan produk bernilai tambah tertinggi dengan rasio > 75%, ketika diolah menjadi empat (4) produk yaitu biji pala kering, obat herbal uap buah pala, minyak pala, dan fuli kering. Kedua, identifikasi faktor internal berdasarkan matriks IFE yang menjadi kekuatan utama yaitu pala komoditas unggulan memiliki potensi nilai tambah, sedangkan kelemahan utama yaitu kurangnya modal usaha petani untuk industri pengolahan pala. Sementara, identifikasi faktor eksternal berdasarkan matriks EFE yang menjadi peluang utama yaitu potensi produksi pala Indonesia berkelanjutan, sedangkan ancaman utama yaitu ekspor terbatas karena kualitas. Ketiga, terdapat tujuh belas (17) strategi alternatif pengembangan bio-bisnis pala di Provinsi Maluku Utara yang diperoleh dari analisis matriks TOWS. Selanjutnya, setelah strategi alternatif tersebut di kelompokkan berdasarkan posisi strategi umum pada matriks IE, maka diperoleh lima (5) strategi penetrasi pasar dan delapan (8) strategi pengembangan produk. Kemudian dengan QSPM ditentukan tiga (3) strategi prioritas pengembangan bio-bisnis pala, yaitu strategi penguatan branding dan pemasaran, strategi pengembangan wisata rempah, serta strategi pelatihan dan dukungan diversifikasi produk. Sehingga implikasi manajerial dari penelitian ini adalah merekomendasikan strategi prioritas pengembangan bio-bisnis pala berdasarkan ke-empat produk bernilai tambah tertinggi, sebagai usulan strategi bagi RPJMD pemerintah daerah di Provinsi Maluku Utara periode Tahun 2024-2029. Implikasi manajerial berupa rekomendasi strategi bagi RPJMD periode Tahun 2024-2029 diusulkan untuk tingkat Provinsi Maluku Utara, maupun level kabupaten/kota dalam hal ini Kabupaten Halmahera Utara dan Kota Ternate. Implikasi manajerial pertama, strategi penguatan branding dan pemasaran yaitu melakukan promosi dan pemasaran intensif yang menekankan keunggulan kualitas dan keaslian pala Maluku Utara, serta membangun brand image yang kuat untuk peningkatan daya saing di pasar. Implikasi manajerial kedua, strategi pengembangan wisata rempah yaitu mengembangkan program pariwisata rempah pala yang menarik untuk menggugah minat wisatawan lokal maupun mancanegara. Implikasi manajerial ketiga, strategi pelatihan dan dukungan diversifikasi produk yaitu mengadakan program pelatihan dan penyediaan bantuan teknis bagi petani. | - |
| dc.description.abstract | North Maluku is one of Indonesia's nutmeg (Myristica fragrans) production centers. However, as one of the centers of nutmeg production, North Maluku still focuses on on-farm nutmeg plantations. Bio-business activities in the form of nutmeg product diversification have the potential to provide high economic value. The diversification of nutmeg products is still low in North Maluku. The low diversification of nutmeg products is a classic problem in North Maluku. The government has a strategic role in driving and directing the development of the nutmeg business as a leading commodity in North Maluku. Analysis of added value can provide an overview of how optimal nutmeg processing is in producing value-added products. Thus, a business strategy needs to be determined through product diversification to develop nutmeg bio-business. The purpose of this study was to calculate the ratio of added value obtained from nutmeg product diversification in North Maluku Province, identify internal and external factors that influence the development of nutmeg bio-business in North Maluku Province, and formulate alternative strategies and priority strategies in the development of nutmeg bio-business in North Maluku Province. The benefits of this study are expected to be used as input to the regional government of North Maluku Province and various related parties. As well as a reference for further research. The scope of this research is that it was conducted in North Halmahera Regency and Ternate City. The research only reached the stage of calculating the added value of nutmeg product diversification to determine how optimal nutmeg processing produces high-value-added products, as well as compiling and formulating the right strategy for developing nutmeg bio-business in North Maluku. The research was conducted from February to March 2024 in North Halmahera Regency and Ternate City, with a sample of 108 nutmeg farmers, 4 business actors, and 17 experts. Farmers act as respondents for information on nutmeg production activities and product diversification. Meanwhile, business actors act as respondents for information on nutmeg-processed products other than spices. While experts act as respondents for information on determining strategies. The research uses a descriptive method with a mixed-method approach. Qualitative descriptive method to describe the identification of internal-external factors. The quantitative descriptive method is to analyze added value and formulate alternatives and priorities for developing nutmeg bio-business strategies in North Maluku Province. The data used in this study are primary and secondary. Primary data was obtained from survey interviews using questionnaires addressed to nutmeg farmers, business actors, and experts. Secondary data were obtained from related agencies/institutions. Data collection was carried out using several techniques, namely through interview surveys and literature studies. Information was collected from selected respondents chosen by researchers based on specific sample characteristics so that they are suitable to represent the population. As well as collecting data from related agencies/institutions. The results of this study indicate first, there are nineteen (19) processed products that can be produced from nutmeg in North Maluku Province. Based on the Hayami Method calculation, optimal nutmeg processing produces the highest value-added products with a ratio of > 75%, when processed into four (4) products, namely dried nutmeg, herbal medicine from nutmeg steam, nutmeg oil, and dried mace. Second, identification of internal factors based on the IFE matrix which is the main strength, namely that nutmeg is a superior commodity that has the potential for added value, while the main weakness is the lack of capital for farmers' businesses for the nutmeg processing industry. Meanwhile, the identification of external factors based on the EFE matrix is the main opportunity, namely the potential for sustainable Indonesian nutmeg production, while the main threat is limited exports due to quality. Third, there are seventeen (17) alternative strategies for developing nutmeg bio-business in North Maluku Province obtained from the TOWS matrix analysis. Furthermore, after the alternative strategies were grouped based on the general strategy position in the IE matrix, five (5) market penetration strategies, and eight (8) product development strategies were obtained. Then, with QSPM, three (3) priority strategies for developing nutmeg bio-business were determined, namely branding and marketing strengthening strategies, spice tourism development strategies, and product diversification training and support strategies. So the managerial implications of this study are to recommend priority strategies for the development of nutmeg bio-business based on the four highest value-added products, as a proposed strategy for the RPJMD of the regional government in North Maluku Province for the period 2024-2029. Managerial implications in the form of recommended strategies for the RPJMD for the period 2024-2029 are proposed for the North Maluku Province level, as well as the district/city level in this case North Halmahera Regency and Ternate City. The first managerial implication is branding and marketing strengthening strategies, namely conducting intensive promotions and marketing that emphasize the superior quality and authenticity of North Maluku nutmeg, as well as building a strong brand image to increase competitiveness in the market. The second managerial implication is the spice tourism development strategy, namely developing an attractive nutmeg spice tourism program to arouse the interest of local and foreign tourists. The third managerial implication is training and product diversification support strategies, namely holding training programs and providing technical assistance for farmers. | - |
