Abstract: Pelabuhan Perikanan Nusantara Karangantu yang terletak di Desa Banten, Kecamatan Kasemen, Kota Serang, Provinsi Banten mengalami permasalahan kapal perikanan yang tenggelam dan terbengkalai di sepanjang alur pelayaran yang menyebabkan aktivitas operasional pelabuhan menjadi terganggu. Oleh karena itu, perlu adanya penelitian mengenai faktor penyebab banyaknya kapal terbengkalai serta strategi penanggulangannya. Penelitian ini bertujuan untuk mengidentifikasi kapal terbengkalai, faktor-faktor penyebab kapal terbengkalai, serta strategi penanggulangannya. Metode yang digunakan yaitu analisis deskriptif dan Diagram Ishikawa. Hasil yang diperoleh yaitu kapal terbengkalai di PPN Karangantu berjumlah 47 kapal dengan faktor penyebabnya yaitu belum adanya peraturan terkait kapal perikanan yang terbengkalai, peranan pelabuhan yang belum optimal, kurangnya koordinasi antar lembaga, serta tidak bertanggungjawabnya pemilik kapal. Strategi penanggulangan kapal terbengkalai di wilayah PPN Karangantu melalui cara perumusan kajian mengenai kapal perikanan yang terbengkalai, peningkatan koordinasi antar lembaga yang berada di wilayah Karangantu, peningkatan peranan pelabuhan, serta peningkatan kesadaran para pemilik kapal.
Karangantu fishing port is in Banten Village, Kasemen District, Serang City, Banten Province has experienced problems related to sunken and abandoned fishing vessels along the port shipping lanes, which has disrupted port operational activites Therefore, it is necessary to research the factors that cause the number of abandoned ships and their countermeasure strategies. This research aims to identify abandoned ships, factors that cause abandoned ships, and their countermeasure strategies. The method used uses descriptive analysis and Ishikawa Diagram. The results obtained are that there are 47 abandoned ships in Karangantu fishing port with the causal factors being the absence of detailed regulations related to abandoned fishing vessels, the role of ports that are not yet optimal, lack of coordination between institutions, and the irresponsibility of ship owners. The strategy to overcome abandoned ships in the Karangantu fishing port area can be through the formulation of study of abandoned ships, increased coordination between institutions whose are in the Karangantu area, and increased awareness of ship owners.
