Partisipasi Masyarakat dalam Program Pemulihan Ekosistem di Hulu DAS Ciliwung

Abstract

Degradasi lahan di kawasan puncak Bogor meningkat setiap tahunnya yang dipicu oleh faktor alam seperti tindakan manusia yang eksploitatif. Desa Tugu Utara sebagai bagian dari kawasan puncak dan Hulu DAS Ciliwung turut mengalami degradasi lahan karena terletak di sekitar kawasan destinasi wisata yng menyebakan terjadinya alih fungsi lahan secara besar-besaran, sehingga kemudian memicu terjadinya longsor di bagian hulu dan banjir di daerah hilir. Pemerintah setempat dan berbagai pihak telah melakukan upaya penanaman pohon di lahan kritis wilayah Hulu DAS Ciliwung melalui kegiatan konsorsium kawasan puncak pada tahun 2014. Kurangnya partisipasi masyarakat menyebabkan program ini tidak berhasil, sehingga pada tahun 2018 dibentuklah sebuah program Pemulihan Ekosistem yang dipelopori oleh Pusat Pengkajian Perencanaan dan Pengembangan Wilayah Lembaga Penelitian dan Pengabdian kepada Masyarakat (P4W LPPM) IPB bekerja sama dengan Perhutani KPH Bogor, dan Pemerintah Desa dengan tujuan pemulihan ekosistem yang menekankan partisipasi aktif dari masyarakat sebagai kunci keberhasilan program ini. Penelitian ini bertujuan untuk menganalisis perubahan tutupan lahan yang terjadi di Desa Tugu Utara, menganalisis karakteristik masyarakat setempat, tingkat partisipasi masyarakat dalam program Pemulihan Ekosistem di Hulu DAS Ciliwung, faktor-faktor yang memengaruhi partisipasi masyarakat, tingkat partisipasi masyarakat, serta menentukan alternatif strategi terbaik untuk meningkatkan partisipasi masyarakat dalam program Pemulihan Ekosistem di Hulu DAS Ciliwung. Metode penelitian yang digunakan adalah analisis tutupan lahan Land Use Land Cover (LULC), analisis kualitatif tentang karakteristik masyarakat, analisis regresi linier berganda, analisis People Participation Index (PPI) dan analisis tingkat partisipasi Arnstein 1969, analisis regresi linier berganda, serta analisis SWOT. Hasil penelitian menunjukkan terjadinya perubahan tutupan lahan dalam 10 tahun (2011 – 2021) yang didominasi oleh perubahan kelas hutan tanaman seluas 869,62 ha menjadi perkebunan, hutan lahan kering sekunder, pemukiman, dan pertanian lahan kering. Faktor-faktor yang berpengaruh signifikan terhadap partisipasi masyarakat meliputi usia, pendidikan, pekerjaan, pendapatan, jumlah tanggungan, keluarga, lama berusaha tani, intensitas penyuluhan, peran penyuluh, ketersediaan sarana, dan peran kelompok tani hutan (KTH). Tingkat partisipasi masyarakat dalam program pemulihan ekosistem berdasarkan People Participation Index (PPI) termasuk dalam kelas menengah, dan termasuk dalam tingkatan partisipasi degress of tokenism berdasarkan tingkat partisipasi Arnstein. Berdasarkan analisis SWOT diperoleh bahwa strategi S-O (strenght – opportunity) merupakan alternatif strategi terbaik dalam menangani masalah dalam program Pemulihan Ekosistem di Hulu DAS Ciliwung.

Land degradation in Puncak Bogor area increases yearly, and it’s triggered by natural factors such as exploitative human actions. Tugu Utara Village, as part of the Puncak area and the Upper Ciliwung Watershed, is also experiencing land degradation because it is located in the vicinity of a tourist destination has led to extensive land sales by both the private sector and local communities, causing massive land conversion and triggering landslides on the upstream and flooding in the downstream area. To resolve the problem, the local government and researchers have made various efforts, including planting trees on critical land through the Puncak area consortium in 2014. However, the lack of community participation caused the program to be unsuccessful. Thus, in 2018, an Ecosystem Recovery process initiated by P4W LPPM IPB in collaboration with Perhutani KPH Bogor and the Village Government was established with the aim of emphasizing the active participation of the community as the key to the success of this program. This study aims to analyze the land cover changes that occur, analyze the characteristics of the local community, study factors that influence community participation and the level of community participation, and determine the best alternative strategy to increase participation. The research methods used were Land Use Land Cover (LULC) analysis, qualitative analysis of community characteristics, multiple linear regression analysis, People Participation Index (PPI) analysis and Arnstein 1969 participation level analysis, multiple linear regression analysis, and SWOT analysis. The results showed that land cover change in 10 years (2011 - 2021) was dominated by 869.62 ha of plantation forest class into plantations, secondary dryland forests, settlements, and dryland agriculture. Factors significantly influencing community participation include age, education, occupation, income, number of dependents, family, length of farming, extension intensity, role of extension workers, availability of facilities, and role of forest farmer groups (KTH). The level of community participation in the ecosystem restoration program based on the People Participation Index (PPI) is included in the middle class and in the level of participation degree of tokenism based on Arnstein's level of participation. SWOT analysis found that the S-O strategy (strength-opportunity) is the best alternative strategy for dealing with problems in the Ecosystem Recovery program in the Upper Ciliwung Watershed.
