Abstract: Objek wisata Sipinsur termasuk dalam KSPN Danau Toba. Penelitian ini menganalisis persepsi dan partisipasi masyarakat serta dampak ekonomi dan sosial terhadap pengembangan Geosite Sipinsur sebelum dan selama pandemi. Metodenya adalah analisis dengan skala likert dan analisis SWOT. Hasil penelitian yaitu persepsi masyarakat terhadap pengembangan aktivitas sebelum dan selama pandemi sangat tinggi yaitu 95,40% dan 86,52%. Sarana dan prasarana sebelum dan selama pandemi juga sangat tinggi yaitu 83,96% dan 80,81% serta kegiatan promosi dan pelayanan sebelum dan selama pandemi tinggi yaitu 71,05% dan sangat tinggi 82,59%. Partisipasi masyarakat sebelum pandemi tinggi yaitu 77,34% sedangkan selama pandemi sedang dengan persentase 59,43%. Dampak positif meliputi pendidikan, interaksi sosial, kesempatan kerja, dan pendapatan. Dampak negatif mencakup perubahan sosial, pencemaran lingkungan, dan keamanan. Strategi pengembangan Geosite Sipinsur pada kuadran I, menunjukkan posisi growth-oriented strategy.
The Sipinsur tourist attraction is included in the Lake Toba KSPN. This research analyzes community perception and participation as well as the economic and social impacts of the development of the Sipinsur Geosite before and during the pandemic. The method is analysis with a likert scale and SWOT analysis. The research results show that public perception of activity development before and during the pandemic is very high, namely 95,40% and 86,52%. Facilities and infrastructure before and during the pandemic were also very high, namely 83,96% and 80,81%, and promotional activities and services before and during the pandemic were high, namely 71,05% and very high 82,59%. Community participation before the pandemic was high, namely 77,4%, while during the pandemic it was moderate with a percentage of 59,43%. Positive impacts include education, social interaction, employment opportunities, and income. Negative impacts include social change, environmental pollution, and security. The development strategy places the Sipinsur Geosite in quadrant I, indicating a growth-oriented strategy.
