Tahapan Penyusunan Standar Operasional Prosedur MP PNBP Pada Biro Keuangan Kementerian Perhubungan

Abstract

Proyek akhir ini menjelaskan tahapan penyusunan standar operasional prosedur Maksimum Pencairan Penerimaan Negara Bukan Pajak (MP PNBP) pada Biro Keuangan Kementerian Perhubungan. Permasalahan yang ditemui dalam pengelolaan MP PNBP antara lain, masih terdapat keterlambatan pengajuan MP PNBP, terdapat beberapa unit Eselon I masih memiliki utang MP PNBP tahun sebelumnya, serta pengalokasian MP PNBP belum sesuai kebutuhan. Laporan proyek akhir ini bertujuan untuk mengetahui mekanisme pengelolaan MP PNBP dan menyusun standar operasional prosedur MP PNBP pada Biro Keuangan Kementerian Perhubungan. Hasil dan pembahasan menjelaskan pengelolaan MP PNBP di lingkungan Kementerian Perhubungan, serta tahapan penyusunan standar operasional prosedur MP PNBP Biro Keuangan Kementerian Perhubungan. Menghasilkan dua standar operasional prosedur yaitu SOP Pengajuan MP PNBP dan SOP Monitoring Evaluasi MP PNBP, yang selanjutnya akan ditindaklanjuti oleh Tim Penyusun SOP Bagian PNBP Biro Keuangan Kementerian Perhubungan.

This final project explains the stages of preparing standard operational procedures for the Maximum Disbursement of Non-Tax State Revenue (MP PNBP) at the Finance Bureau of the Ministry of Transportation. Problems encountered in the management of MP PNBP include, there are still delays in submitting MP PNBP, there are several Echelon I units that still have MP PNBP debt from the previous year, and the allocation of MP PNBP does not meet needs. This final project report aims to determine the MP PNBP management mechanism and develop standard operational procedures for MP PNBP at the Finance Bureau of the Ministry of Transportation. The results and discussion explain the management of MP PNBP within the Ministry of Transportation, as well as the stages of preparing standard operational procedures for MP PNBP Finance Bureau of the Ministry of Transportation. Produced two standard operational procedures, namely the SOP for Submitting MP PNBP and the SOP for Monitoring and Evaluation of MP PNBP, which will then be followed up by the SOP Drafting Team for the PNBP Section of the Finance Bureau of the Ministry of Transportation.
