Abstract: Pelabuhan Perikanan Nusantara (PPN) Pengambengan memiliki fungsi pemerintahan berupa pelayanan jasa tambat labuh kapal perikanan. Jasa tambat labuh tersebut dirasa kurang karena terdapat 20 kapal slerek (Purse Seine) yang memilih untuk berlabuh di luar kolam pelabuhan. Penelitian ini bertujuan untuk mengoptimalkan jasa tambat labuh kapal slerek dengan mengidentifikasi aktivitas pendaratan hasil tangkapan serta faktor-faktor yang mempengaruhi nelayan untuk menambatkan kapal, kemudian dirumuskan strategiyang dapat diambil oleh pihak pelabuhan. Penelitian dilakukan melalui observasi secara langsung dan wawancara terhadap nelayan dan aparatur pelabuhan menggunakan metode purposive sampling. Hasil penelitian menunjukkan bahwa terdapat penurunan pendapatan retribusi sebesar Rp146.804.400,00 per tahun akibat nelayan yang memilih untuk berlabuh di luar kolam. Didapatkan pula faktor yang mengakibatkan nelayan tidak bertambat di dermaga seperti sedimentasi, tarif mahal, letak kapal tidak teratur, dan tidak adanya hukum yang memaksa. Strategi kemudian dirumuskan menggunakan pembalikan akar masalah pada diagram fishbone.
Pengambengan fishing port had government function in the form of mooring and anchoring services for fishing vessels. The services was inadequate since there were 20 purse seiners anchoring outside the pool. This research aims to optimize purse seiners mooring services by identify unloading activities and factors that influence fishermen to moor ships, then formulating strategies that can be done by the port. The research was conducted through direct observation and interviews with fishermen and port officials using the purposive sampling method. The results show that there was reduction in income for IDR 146.804.400,00 per year due to fishermen choose to be anchoring outside the pond. It was also found that factors resulted in fishermen not mooring at the wharf, such as sedimentation, high rates, irregular boat locations, and the absence of compelling laws. The strategy was then formulated by reversing the root cause from fishbone diagram.
