Abstract: Perikanan skala kecil di Pulau Panggang masih belum berjalan sesuai dengan peraturan yang ada. Nelayan Pulau Panggang masih menggunakan alat tangkap yang dilarang sehingga berpotensi merusak ekosistem dan menyebabkan konflik antar nelayan. Kompleksitas permasalahan perikanan di Pulau Panggang melibatkan komponen sosial dan ekologi. SocialEcological System adalah kerangka konsep sistem ekologi dan sistem sosial sebagai satu kesatuan sistem yang tidak terpisahkan Penelitian ini bertujuan untuk memetakan komponen dan konektivitas SES sebagai dasar strategi pengelolaan perikanan skala kecil Pulau Panggang. Penelitian dilaksanakan di Pulau Panggang, Kepulauan Seribu, DKI Jakarta selama Bulan November 2023. Teknik sampling yang digunakan yaitu metode purposive sampling. Jumlah responden dalam penelitian ini sebanyak 30 responden nelayan dan 2 responden pengepul. Hasil penelitian menunjukkan bahwa terjadi hubungan yang kuat antar komponen SES. Konektivitas RA dan RU memiliki interaksi yang paling kuat dalam jejaring konektivitas SES. Implementasi peraturan oleh RG masih lemah dan berpengaruh dalam tata kelola sumber daya. Strategi pengelolaan perikanan skala kecil di Pulau Panggang yang dapat dilakukan yaitu meningkatkan kolaborasi antara RG dan RA dalam mewujudkan keberlanjutan sumberdaya ikan di Perairan Pulau Panggang.
Small-scale fisheries on Panggang Island are still not running in accordance with existing regulations. Panggang Island fishermen still use prohibited fishing gear, potentially damaging the ecosystem and causing conflicts between fishermen. The complexity of fisheries problems on Panggang Island involves social and ecological components. Social-Ecological System is a conceptual framework of ecological systems and social systems as an inseparable system. This study aims to map the components and connectivity of SES as the basis for Panggang Island's small-scale fisheries management strategy. The research was conducted on Panggang Island, Seribu Islands, DKI Jakarta during November 2023. The sampling technique used was purposive sampling method with descriptive analysis technique. The number of respondents in this study were 30 fishermen respondents and 2 collector respondents. The results showed that there was a strong relationship between SES components. RA and RU connectivity have the strongest interaction in the SES connectivity network. The implementation of regulations by RG is still weak and influential in resource governance. The strategy for managing small-scale fisheries in Panggang Island is to increase collaboration between RG and RA in realizing the sustainability of fish resources in Panggang Island Waters.
