Abstract: Produk kelapa sawit dalam bentuk Crude Palm Oil (CPO) merupakan komoditas andalan ekspor Indonesia. Uni Eropa merupakan negara tujuan ekspor terbesar kedua CPO Indonesia yang mengeluarkan beberapa kebijakan terkait kelapa sawit, seperti kebijakan Renewable Energy Directive I, II, serta kebijakan Indirect Land Use Change yang dapat berpengaruh terhadap ekspor CPO Indonesia. Tujuan dari penelitian ini yaitu menganalisis daya saing serta kinerja ekspor CPO Indonesia setelah adanya kebijakan RED dan ILUC. Metode penelitian yang digunakan yaitu RCA, EPD, X-Model, dan regresi data panel. Hasil analisis RCA menunjukkan bahwa CPO Indonesia memiliki daya saing yang tinggi. Hasil analisis EPD menunjukkan bahwa CPO Indonesia berada pada posisi rising star dan retreat. Hasil analisis X-Model menunjukkan bahwa CPO Indonesia berada pada pengembangan pasar optimis dan kurang potensial. Hasil analisis regresi data panel menunjukkan bahwa variabel yang berpengaruh positif dan signifikan yaitu variabel nilai tukar riil. Variabel yang berpengaruh negatif dan signifikan yaitu GDP per kapita, dummy kebijakan RED, dan dummy kebijakan ILUC.
Palm oil products in the form of Crude Palm Oil (CPO) are Indonesia's main export commodity. The European Union is the second largest export destination country for Indonesian CPO which has issued several policies related to palm oil, such as the Renewable Energy Directive I, II policies, and the Indirect Land Use Change policy which can affect Indonesian CPO exports. The aim of this research is to analyze the competitiveness and performance of Indonesian CPO exports after the RED and ILUC policies. The research methods used are RCA, EPD, X-Model, and panel data regression. The results of the RCA analysis show that Indonesian CPO has high competitiveness. The results of the EPD analysis show that Indonesian CPO is in a rising star and retreating position. The results of the X-Model analysis show that Indonesian CPO is in an optimistic and less potential market development. The results of the panel data regression analysis show that the variable that has a positive and significant effect is the real exchange rate variable. The variables that have a negative and significant influence are GDP per capita, the RED policy dummy, and the ILUC policy dummy.
