Abstract: Berdasarkan Peraturan Pemerintah nomor 39 tahun 2021, halal self declare adalah skema pengajuan sertifikasi halal bagi UMK dengan produk berbahan baku bukan daging. Penelitian ini bertujuan untuk menganalisis karakteristik dan faktor-faktor yang memengaruhi niat dan perilaku pelaku UMK terhadap halal Self Declare. Model acuan dalam penelitian ini menggunakan theory of planned behavior (TPB) yang telah dimodifikasi. Penentuan responden dalam penelitian ini menggunakan teknik purposive sampling. Populasi responden merupakan semua pelaku UMK yang sudah memiliki sertifikat halal melalui Halal Science Center (HSC) IPB. Pengumpulan data dari responden menggunakan kuesioner yang disebarkan secara langsung dan dianalisis menggunakan analisis deskriptif dan SEM-PLS. Hasil penelitian menunjukkan bahwa variabel attitude, kesadaran halal, dan religiusitas berpengaruh positif dan signifikan terhadap niat halal self declare. Variabel yang berpengaruh positif dan signifikan terhadap perilaku self declare adalah perceived behavioral control dan niat halal self declare.
Based on Government Regulations number 39 of 2021, halal self declare is a scheme for applying a halal certification for MSEs with products made from non-meat raw materials. This research aims to analyze the characteristics and factors which influence the intention and behavior of SMEs toward halal self declare. A modification reference model from the theory of planned behavior is applied in this research. In this study, the respondents were determined using a purposive sampling technique. The respondent population were all MSE actors who already had halal certificates through Halal Science Center (HSC) IPB. Data collection from respondents using questionnaires distributed directly and analyzed using descriptive analysis and SEM-PLS. The results showed that the variables of attitude, halal awareness, and religiosity had a positive and significant effect on halal self declare intentions. The variables that have a positive and significant effect on halal self declare behavior are perceived behavioral control and halal self declare intention.
