Abstract: The objective of this research are: first, to know the background of small medium enterprise (SME) development as one of CSR program. Second, to know how far role of the stakeholder that concerned in this program. And third, to formulate the strategy of SME development pursuant to opinion of each stakeholder that concerned in this program. The Methodology used in this research are: observation, literature study, and communication. Afterwards the result of communication will be used as basis for creating Analytical Hierarchy Process (AHP) questionare. Then, the result from AHP questionare will be processed by using expert choice 2000 software. And last, result from expert choice 2000 will be used to determining development strategic for SME later. Result from this research shows that the help distribution to SME for this time is used co-operation as medium. This co-operation give soft loan to local UKM. So, the stakeholder that concerned in SME development program are local government, geothermal corporate, co-operation, and society. Local government personating as regulator and supervisor, geothermal corporate as fund giver to co-operation, co-operation as a part in giving loan to society, and society provide SDM and also SDA that their managed. Result from expert choice 2000 software shows that training and management construction for UKM become the first priority for the next of development SME program. The target program are (1) to increase local society economics, (2) to decrease unemployment of local society, (3) business continuing, and (4) increase local softskill society. The priority to reach target (1) and (2) are with long range capital loan (non-flower). While to reach the target (3) is by partner relate with the marketing place. And to reach target (4) is with give training and management construction for UKM.
