Abstract: | Waduk Darma merupakan salah satu waduk yang penting di Jawa Barat
dengan luas 425 ha. Waduk ini memberikan manfaat kepada perikanan, air irigasi,
air baku PDAM dan pariwisata. Pemanfataan perikanan berupa keramba jaring
apung (KJA) merupakan usaha yang paling diminati dan menjadi pendapatan
penting bagi sebagian masyarakat sekitar Waduk Darma. Berbagai kegunaan
waduk tersebut berpotensi menimbulkan ekternalitas yang diakibatkan oleh
kegiatan ekonomi dari masyarakat di dalam memanfaatkan fasilitas yang ada di
Waduk Darma. Eksternalitas yang dirasakan adalah adanya pertumbuhan eceng
gondok yang cepat menyebar di permukaan perairan, hal ini dapat diduga karena
adanya pemberian pakan yang berlebih (over feeding) dari budidaya KJA. Pakan
ikan yang tidak semua dimakan oleh ikan tersebut mengandung N dan P yang
tinggi. Kondisi ini mengakibatkan eksternalitas negatif berupa penurunan
produksi perikanan, gangguan saluran irigasi, penyumbatan saluran PDAM, dan
terganggunya perjalanan perahu wisata.
Penelitian ini dilakukan di Desa Jagara Kecamatan Darma Kabupaten
Kuningan, Provinsi Jawa Barat. Penelitian ini melibatkan 221 responden, terdiri
dari unsur pemerintahan, BUMD, wisatawan, tokoh masyarakat, petani padi,
petani ikan, nelayan tangkap dan pelaku usaha pariwisata. Tujuan umum
penelitian ini adalah mengestimasi nilai ekonomi dan nilai kerugian pemanfaatan
Waduk Darma. Mengestimasi manfaat dari alternatif solusi terhadap eksternalitas
di Waduk Darma dan menganalisis kebijakan terhadap pengelolaan waduk yang
dapat meningkatkan nilai manfaat dan mengurangi eksternalitas negatif di Waduk
Darma Kabupaten Kuningan Provinsi Jawa Barat.
Hasil penelitian menunjukkan nilai ekonomi pemanfaatan di Waduk Darma
dalam kondisi eksisting mencapai Rp1.142.945.174.610/tahun. Nilai tersebut
merupakan akumulasi dari manfaat langsung dari perikanan
(Rp307.990.592.850/tahun), pemanfaatan air (Rp833.256.475.176/tahun) dan
pariwisata (Rp1.698.106.584/tahun). Nilai kerugian dari eksternalitas negatif
akibat eceng gondok mencapai Rp169.087.933.326/tahun yang terdiri dari
penurunan produksi perikanan (Rp80.677.512.548/tahun), penurunan debit air
irigasi (Rp88.219.712.679/tahun), penurunan debit air bersih (PDAM)
(Rp110.464.099/tahun) dan penurunan perjalanan perahu wisata
(Rp40.680.000/tahun). Sedangkan nilai manfaat alternatif solusi eceng gondok
menjadi kerajinan dan kompos di Waduk Darma mencapai Rp766.215.000/tahun
yang merupakan akumulasi dari nilai manfaat kerajinan (Rp694.600.000/tahun)
dan kompos (Rp71.615.000/tahun). Adapun salah satu upaya untuk merumuskan
arah kebijakan pengelolaan Waduk Darma dihasilkan nilai persentase skor
tertinggi adalah aspek ekonomi (87,60%), kemudian aspek sosial (84,00%) dan
terakhir aspek ekologi (82,00%). Hasil analisis ini dapat disimpulkan bahwa aspek
ekonomi menjadi prioritas kegiatan dalam upaya meningkatkan nilai manfaat dan
mengurangi eksternalitas negatif di Waduk Darma. Darma Reservoir is one of the important reservoirs in West Java with an area of 425 ha. This reservoir provides benefits to fisheries, irrigation water, PDAM raw water and tourism. Utilization of fishery in the form of floating net cages (KJA) is the most popular business and become an important income for some communities around Darma Reservoir. Various uses of the reservoir have the potential to cause externalities caused by economic activities of the community in utilizing existing facilities in Darma Reservoir. The perceived externality is the rapid growth of water hyacinths spread over the surface of the waters, this can be expected because of the over feeding of KJA cultivation. Fish feed that is not all eaten by the fish contains high N and P. These conditions resulted in negative externalities in the form of decreased fisheries production, irrigation channel disruption, blockage of PDAM channels, and disruption of tourist boat trips. This research was conducted in Jagara Village, Darma District, Kuningan Regency, West Java Province. This study involved 221 respondents, consisting of elements of government, enterprises, tourists, community leaders, rice farmers, fish farmers, catch fishermen and tourism business actors. The general purpose of this research is to estimate the economic value and value of loss of utilization of Darma Reservoir. Estimating the benefits of alternative solutions to externalities in Darma Reservoir and analyzing policies on reservoir management that can increase the value of benefits and reduce negative externality in Darma Reservoir of Kuningan Regency West Java Province. The results showed that economic value of utilization in Darma Reservoir in existing condition reached IDR 1.142.945.174.610/year. The value is an accumulation of direct benefits from fisheries (IDR 307.990.592.850/year), water use (IDR 833.256.475.176/year) and tourism (IDR 1.698.106.584/year). The value of losses from negative externalities resulting from water hyacinth reached IDR 169.087.933.326/year, which consisted of decreased fishery production (IDR 80.677.512.548/year), decrease of irrigation water discharge (IDR 88.219.712.679/year), decrease of water supply (PDAM) (IDR 110.464.099/year) and decreased travel boat tour (IDR 40.680.000/year). While the value of the alternative benefits of water hyacinth solutions into craft and compost in Darma Reservoir reaches IDR 766.215.000/year which is the accumulation of the value of craft benefits (IDR 694.600.000/year) and compost (IDR 71.615.000/year). One of the efforts to formulate the direction of Darma Reservoir management policy resulted the highest score percentage is economic aspect (87.60%), then social aspect (84.00%) and last ecological aspect (82.00%). The results of this analysis can be concluded that the economic aspect becomes a priority activity in an effort to increase the value of benefits and reduce negative externality in Darma Reservoir |
