| Abstract: | Sumber Daya Manusia (SDM) adalah modal utama dalam pembangunan, oleh karena itu untuk dapat menghasilkan produktivitas kerja yang tinggi dibutuhkan SDM yang berkualitas. Untuk mewujudkan SDM berkualitas dapat dilakukan pengembangan kapasitas melalui pendidikan dan pelatihan (diklat). Kemajuan teknologi menjadikan metode diklat dengan memanfaatkan teknologi itu adalah sebuah keniscayaan, dan hal ini mendorong institusi pendidikan untuk berinovasi. Maka dibuatlah pembelajaran berbasis teknologi yang disebut dengan e-learning. Hasil penelitian di Pusdiklat Anggaran dan Perbendaharaan menyatakan bahwa e-learning tidak lebih efektif dibanding dengan klasikal, yang disebabkan metode penyampaian materi dalam bentuk bahan ajar yang tidak tepat. Permasalahan pada ranah konten ini perlu mendapat perhatian karena konten merupakan variabel penting dalam implementasi e-learning.
Tujuan dari penelitian ini mencakup tiga hal yaitu pertama mengukur tingkat kesiapan konten diklat berbasis e-learning pada Pusdiklat Anggaran dan Perbendaharaan. Kesiapan diukur menggunakan model e-learning readiness (ELR). Tujuan kedua adalah mengidentifikasi faktor-faktor internal dan eksternal yang menentukan kualitas konten diklat berbasis e-learning. Faktor-faktor tersebut dilakukan melalui analisis Internal Factor Evaliation (IFE) dan External Factor Evaluation (EFE). Ketiga yaitu menentukan strategi utama yang perlu dijalankan agar upaya peningkatan kualitas konten diklat berbasis e-learning dapat tercapai. Alternatif strategi dirumuskan berdasarkan analisis Strength-Weakness-Opportunity-Threat (SWOT), dan penentuan prioritas strategi menggunakan Quantitative Strategic Planning Matrix (QSPM).
Keseluruhan skor rata-rata untuk kesiapan konten yang ditinjau dari aspek materi pembelajaran dan sistem aplikasi hasil penelitian ini adalah 4,17. Skor ini selanjutnya dibandingkan dengan skala kesiapan e-learning yang didesain oleh Aydin dan Tasci. Rentang nilai 3,41 – 4,20 artinya kesiapan konten diklat berbasis e-learning pada Pusdiklat Anggaran dan Perbendaharaan termasuk dalam kategori ready, but needs a few improvement. Berdasarkan hasil analisis IFE diketahui bahwa faktor kekuatan utama adalah desain program diklat yang telah melalui proses validasi, sedangkan faktor kelemahan utama yaitu bahan ajar interaktif masih sangat kurang. Berdasarkan hasil analisis EFE diketahui bahwa faktor peluang utama adalah tersedia berbagai program pelatihan/shortcourse yang diselenggarakan oleh pihak luar, dan faktor ancaman utama yaitu ketergantungan tenaga ahli/praktisi dari unit teknis. Strategi prioritas yang dapat dilakukan oleh Pusdiklat Anggaran dan Perbendaharaan untuk meningkatkan kualitas konten diklat berbasis e-learning adalah optimalisasi layanan kediklatan dengan membangun layanan unggulan diklat berbasis e-learning. Guna menjadikan e-learning sebagai produk unggulan, maka kebijakan yang ditetapkan yaitu penyediaan materi belajar dalam kemasan yang menarik, memenuhi kebutuhan pengguna dan user friendly. Kebijakan ini dijabarkan dalam tiga program yaitu merancang program edutainment, merancang materi belajar dalam bentuk micro learning, dan menyediakan aplikasi LMS versi android. Human Resources (HR) is the main capital in development, therefore in order to produce high work productivity it is required qualified human resources. To create qualified human resources, is by performing capacity building through education and training. Technological advances make the method of training by utilizing the technology is a necessity, and this encourages educational institutions to innovate. Then made a technology-based learning or called e-learning. The results of research in the Center of Education and Treasury states that e-learning is no more effective than the classical, due to the method of delivering material in the form of inappropriate teaching materials. The realm of the content problems needs more attention because content is an important variable in the implementation of e-learning. There are three objectives of this research, firstly to measure the level of content readiness for e-learning-based training on the Budget and Treasury Training Center. Readiness is measured using e-learning readiness (ELR) model. The second objective was to identify the internal and external factors that determine the quality of content on e-learning-based training. These factors were determined through analysis of Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE). Third objective was to determine the main strategy to be implemented in order to improve the quality of content on e-learning based training. Alternative strategies were formulated based on Strength-Weakness-Opportunity-Threat (SWOT) analysis, and strategy priorities determination was done by using Quantitative Strategic Planning Matrix (QSPM). The overall average score for content readiness in terms of learning materials and application system of this research was 4.17. This score was further compared to the e-learning readiness scales designed by Aydin and Tasci. Range of values 3.41 – 4.20 indicated the content readiness of e-learning-based training in the Budget and Treasury Training Center was in category: ready, but needs a few improvement. Based on the results of IFE analysis, the main strength factor was the design of training programs that had passed the validation process, while the main weakness factor was the lack of interactive materials. Based on the results of EFE analysis, the main opportunity factor was the availability of various training programs/shortcourses held by externals, and the main threat factor was dependency of experts/practitioners from the technical unit. The priority strategy to be executed by the Budget and Treasury Training Center to improve the quality of content on e-learning-based training was the optimization of the training services by creating excellent services of e-learning based training. In order to make e-learning as an excellent product, the policies were the provision of learning materials in attractive packaging, fulfillment of user needs and user friendly. These policies were outlined in three programs: designing edutainment programs, designing learning materials in the form of micro learning, and providing LMS application of android version. |
