Dalam rangka mencegah meluasnya lahan kritis serta menanggulangi lahan
yang sudah terlanjur kritis pemerintah memperkenalkan teknologi usahatani
konservasi, khususnya untuk diterapkan di wilayah hulu Daerah Aliran Sungai (DAS).
Masalah yang terjadi sekarang adalah relatif masih sedikitnya petani yang
menerapkan teknologi usahatani konservasi tersebut serta produksi dan pendapatan
petani yang sudah menerapkan juga relatif masih reridah.
Tujuan penelitian ini adalah: (a) mempelajari faktor-faktor yang mempengaruhi
adopsi teknologi usahatani konservasi, (b) mempelajari faktor-faktor yang
mempengaruhi produksi dan pendapatan usahatani lahan kering di hulu DAS, dan (c)
mengevaluasi dampak alternatif kebijakan terhadap kegiatan usahatani konservasi.
Kerangka teoritis yang digunakan mengacu pada model rumahtangga
pertanian (agricultural household moden. Sedangkan model penelitian menggunakan
persamaan simultan dengan metoda pendugaan 3SLS.
Penelitian dilakukan di wilayah hulu DAS Jratunseluna, Jawa Tengah dengan
menggunakan data hasil survei yang dilakukan oleh Proyek Pertanian Lahan Kering
dan Konservasi Tanah (P2LK2T) pada tahun 1991. Jumlah contoh yang digunakan
terdiri dari 459 rumahtangga petani. Analisis dilakukan terhadap data input-output
usahatani dan kegiatan rumahtangga petani selama satu tahun dengan menggunakan
paket program komputer SAS/ETS 604.
Keputusan petani untuk mengadopsi teknologi usahatani konservasi sangat
dipengaruhi oleh luas lahan kering yang diusahakan, jumlah keterlibatan tenaga kerja
keluarga, status penguasaan lahan, frekYv'ensi penyuluhan dan keikutsertaan petani
pada kegiatan proyek pertanian lahan kering. Petani berlahan sempit lebih responsif
terhadap teknologi usahatani konservasi dibandingkan dengan petani berlahan luas.
Semakin besar jumlah tenaga kerja yang terlibat dalam usahatani, semakin kuat status
penguasaan lahan dan semakin tinggi frekwensi penyuluhan berdampak pada
semakin besarnya peluang petani untuk mengadopsi teknologi usahatani konservasi.
Keragaan usahatani konservasi ditentukan oleh kualitas penerapan teknologi,
pendapatan luar usahatani, harga output dan upah tenaga kerja. Kualitas penerapan
teknologi merupakan faktor terpenting yang berpengaruh terhadap keragaan
usahatani konservasi, khususnya terhadap produksi dan pendapatan, dimana kualitas
penerapan teknologi sangat ditentukan oleh intensitas penyuluhan dan ketersediaan
modal. unwise utilization. To prevent the enlargement of the critical land and to rehabilitate lands which have been already seriously degraded, the government has introduced con~ervation farming system practice, especially to be adopted in upper watershed areas. The most recent problem is that only relatively few farmers have adopted the practice, and in fact, production and income of the farmers adopting the practice are still low. The objectives of the study are: (a) to analyze factors influencing the farmers in the adoption of conservation farming system practice, (b) to analyze factors influencing production and income of upland farming system in upper watershed area, and (c) to evaluate the impact of policy alternatives on the conservation farming system related activities. The theoretical framework employed is based on agricultural household model. Based on the framework, the study has employed a system of simultaneous equation model and using 3 SLS methods of estimation. The study utilizes the 1991 farm survey data at Upland Agricultural Conservation Project (UACP), conducted in Jratunseluna Upper Watershed area, Central Java, with total samples of 459 farm households. The data analyzed is one year input-output of farm household activities, using SAS/ETS 604 computer program package. Farmer's decision in adoptir:ig the conservation farming system practice is . strongly influenced by the size of operated farm land, the number of family labor involved in farming, the tenurial status, the frequencies of visits of rural extension workers, and the participation of the farmers in upland agricultural project activity. Farmers with smaller size of operated farm are more responsive in adopting the practice compared to larger ones. The more family labor involved in farming activities, the strongest tenurial status of the farmers, and the higher frequencies of visits by extension workers to the farmers would significantly increase the chance of farmers to adopt the practice. The adoption performance of the practice is influenced by the adoption quality of the practice, the off-farm income, the prices of the outputs, and the wage rates. The adoption quality of the practice is the most important factor affecting the adoption performance, as well as production and income. The quality of the adoption is strongly influenced by intensity of extension activities and capital availability. |
