Abstract: | Kepulauan Wakatobi memiliki potensi sumberdaya alam lautan seperti
mangrove, lamun dan terumbu karang serta sumberdaya alam daratan. Potensi
sumberdaya alam tersebut di analisis dari 3 aspek yaitu aspek ekologi, aspek sosial
budaya, dan aspek ekonomi.
Tujuan penelitian adalah : (1) mengkaji dampak pemanfaatan sumberdaya
mangrove terhadap penurunan produksi biomassa kepiting pada lingkungan
mangrove, biomassa ikan balanak pada lingkungan lamun, dan biomassa ikan kerapu
pada lingkungan terumbu karang. (2) mengkaji dampak pemanfaatan sumberdaya
terumbu karang untuk pondasi rumah di laut terhadap kolestarian terumbu karang
dan biomassa ikan kerapu pada lingkungan terumbu karang. (3) mengkaji kontribusi
sektor ekonomi dalam pengelolaan wilayah Kepulauan Wakatobi. ( 4) menyusun
model pengelolaan pulau-pulau kecil dalam rangka pengembangan 'Yilayah
Kepulauan Wakatobi.
Hasil penelitian: ( 1 ) Pemanfaatan sumberdaya mangrove untuk pemukiman
penduduk seluas 1 hektar. berdampak pada penurunan biomassa kepiting pada
lingkungan mangrove sebesar 23,75 kg tahun, penurunan biomassa ikan balanak
pada lingkungan lamun sebesar 87 ,50 kgitahun dan penurunan biomassa ikan kerapu
pada lingkungan terumbu karang sebesar 62,45 kg/tahun. (2) Pemanfaatan
sumberdaya terumbu karang untuk pondasi rumah di laut pada Kampung
Wakalingkuma, Waduri dan Kokaulea, merusak terumbu karang sebesar 355,33
m'itahun dan penurunan biomassa ikan kerapu pada wilayah pesisir Kepulauan
Wakatobi sebesar 19 ton!tahun. (3) Sek1or yang memberikan kontribusi tertinggi
dalam pengelolaan wilayah Kepulauan \\.akatobi terhadap : (a) keterlibatan sektor
lain ke depan adalah sektor industri lain, (b) keterkaitan langsung ke depan adalah
sektor perdagangan, (c) pengganda pendapatan tipe 1 adalah sektor perdagangan, (d)
daya kepekaan adalah sektor perdagangan. (e) pengganda tenaga kerja adalah sektor
industri lain, ( f) konsumsi rumah tangga adalah sektor bahan makanan lain, (g)
konsumsi pemerintah adalah sektor pemerintahan, (h) investasi adalah sek1or
bangunan, (i) ekspor adalah sektor rumput laut, (j) pertumbuhan ekonorni dan PDRB
adalah sektor pemerintahan, (k) dampak negative ke lingkungan mangrove dan ke
lingkungan lamun adalah sek1or kehutanan dan ke lingkungan terumbu karang adalah
sektor bangunan. (4) Pengelolaan wilayah Kepulauan Wakatobi sebaiknya diarahkan
untuk mengembangkan sektor industri lain yang didukung oleh sektor angk'Utan dan
komunikasi, sektor perikanan dan sektor lembaga keuangan yang tangguh serta
menjaga kelestarian ekosistem pesisir dan laut agar didapat kesejahteraan masyarakat
maupun keberlanjutan pembangunan. Wakatobi islands potentially have marine resources such as mangrove, sea grass and coral reef, and terrestrial resources as well. The potency of marine and terrestrial resources were analysed in 3 aspects : ecological, cultural and economical aspects. The research aims are : (I) To study the impact of natural resources exploitation in mangrove on environment crab biomass production, Balanak fish biomass on sea grass environment, and Kerapu fish biomass on coral reef environment. (2) To study the impact of coral reef resource exploitation to build the foundation of houses on the sea shore on coral reef degradation and Karapu fish biomass reduction in coral reef environment. (3) To study the contribution of each economic sector in the regional management of Wakatobi islands. ( 4) To develop a model of small islands management for the regional development of Wakatobi Islands. The results : (I) The exploitation of I ha mangrove resources for the residential settlement, resulted in the decline of crab biomass at Mangrove Environment for about 23. 75 kg/haiyear. Balanak fish biomass at sea grass Environment by 87,50 kg ha year and Kerapu fish biomass at Coral Reef Environment by 62.45 kg/ha1year. (2) The exploitation of coral reefresource to build foundation of houses on the sea shore caused coral reef degradation by 355,33 m3 I year and the decline Kerapu fish biomass at Coral Reef Enviromnent by 19 ton / year. (3) The sectors which give the highest contribution in the regional management of Wakatobi islands on : (a) The sector forward linkage was other industrial sector (b) The foTWard direct linkage was commercial sector ( c) The income multiplier type 1 was commercial sector (d) The sensitivity power was commercial sector (e) The labor multiplier was other industrial sector ( f) The household consumption was other food-stuff sector. (g) The governmental consumption was governance sector. (h) The investment was building sector (i) The regional export was seaweed sector (j) The economics growth was governance sector (k) The regional gross domestic product was governance sector and (l) The negative impact to mangrove enviromnent and to sea grass environment was forestry sector and negative impact to coral reef enviromnent was building sector. (4). Regioml management of Wakatobi islands should be directed to develop other industrial sector supported by transportation and communications and fishery sector and financial institution sector and maintaining the sustainability of Coastal and marine ecosystem in order to achieve welfare of the community and sustainable development of the islands. |
