Persepsi, sikap, dan perilaku masyarakat terhadap air sungai: kasus di DAS Kaligarang, Jawa Tengah

Abstract

Seringkali terdapat ketidak-konsistenan antara sikap dengan perilaku masyarakat terhadap lingkungan. Sikap yang baik terhadap lingkungan tidak selalu diikuti perilaku yang baik. Akan tetapi belum banyak diketahui faktor penyebabnya Secara teoritis hubungan antara sikap dengan perilaku memang dapat dibatasi oleh berbagai keadaan dan obyeknya. Oleh karena itu diperlukan model kon- septual yang dapat menjelaskan hubungan amara sikap dengan perilaku terhadap lingkungan, dengan mengidentifikasi faktor-faktor yang dapat membatasi hubungan antara keduanya Program Kali Bersih diakui oleh pemerintah belum manhikan hasil nyata dalam mening- katkan kualitas air sungai sebagai salah satu sasaranya. Secara teoritis keadaan itu dapat ber- hubungan dengan persepsi, sikap, dan partisipasi masyarakat terhadap program Persepsi, sikap, dan partisipasi yang baik dari masyaraka akan meminjang keberhasilan program. Melalui penelitian ini telah disusum suatu model konseptual mengenai hubungan antara per- sepsi, sikap, dan perilaku masyarakat terhadap air sungai. Model mempertikaikan adanya sejumlah pe- ubah yang dapat secara langsung mempengaruhi perilaku masyarakat terhadap air sungai dan banya mempengaruhi perilaku yang dimaksud, sehingga berlaku sebagai "peubah antara" yang dapat mapangani konsistensi hubungan antara sikap dengan perilaku yang dimaksud. Peubah-peubah itu yang utama adalah pandangan masyarakat mengenai konsekuensi dari perilaku tertentu terhadap air sungai, pandangan masyarakat mengenai perilaku parutannya terhadap air sungai, motivasi, dan ke- biasaan hidup masyarakat. Melalui penelitian ini juga telah disian model konseptual mengenai hubungan antara per- sepsi, sikap, dan partisipasi masyarakat dalam pengelolaan kualitas air sumgai. Model ini memperti hatkan adanya sejumlah peubah yang dapat secara langsung mempengaruhi dan hanya mempengaruhi partisipasi masyarakat sehingga dapat membatasi hubungan antara sikap dengan partisipasi yang dimaksud. Peubah poubah itu antara lain adalah pandangan masyarakat mengenai konsekuensi yang akan mereka terima jika berpartisipasi atau tidak berpartisipasi, dan motivasi mereka Model yang sama juga telah disusun untuk persepsi, sikap, dan kesediaan masyarakat untuk membayar perbaikan kualitas air sungai. Model mounjukkan bahwa motivasi dapat menjadi "peubah antara" yang mempengaruhi konsistensi hubungan antara sikap dengan kesediaan masyarakat untuk membayar perbaikan kualitas air sungai.

Theoretically, various situations and :the environmental objects themselves can restrict the relationship between the .attitude and behavi9r towards the environment. It is, the.-efore, necessary to have a conceptual model to explain the relationship between the attitude and behavior mentioned before, by identifying the factors that may restrict the relationship. The government has admitted that the Clean River Program has not given any significant .result yet in increasing the quality of the river water as one of its aim. It can be theoretically accepted that this may be due to perception, attitude and participation of the community in the program. Good perception, antitude and participation of the community will unquestionably support the success of the program. By means of this research, a conceptual model has been set up on the relationship between perception, anitude and behavior of the community towards river water. This model shows a number of variables that can directly affect the behavior towards river water so that it can also affect the consistency of relationship between attitude and behavior towards river water (these can be said to be "intervening variables" between attitude and behavior towards river water). Those variables are, among others the community's view concoming their ideal or significant others behavior towards river water, their motivation, and their habits. Through this research, a conceptual model has been set up concerning the relationship between the community's perception, attitude and participation in managing the river water quality (by the implementation of the Clean River Program as a representative of the management of river water quality). This model shows a number of variables that can directly influence the community's participation and subsequently can influence the consistency of relationship between the community's attitude and participation in managing the river water quality. The variables are, among others, the community's view about the consequences they will get if they participate or not and their motivation. The same model has been designed for the community's perception, attitude and willingness to pay for the improvement of the river water quality. The model proves that motivation can become an intervening variable" which influence the consistency of relationship between attitude and willingness of the community's to pay for the improvement of the river water quality.
