Abstract: Mangroves are one of the most productive features of coastal ecosystem across tropical and subtropical regions of the world such as in Bungus Teluk Kabung Sub District that is divided in two villages (Teluk Kabung Tengah VillagefTKT and Teluk Kabung Selatan VillagefTKS) as the area study that degraded and there is no the strategic plan. So, this research was done to identify the mangrove ecosystem potential, problem in existing condition, determine the mangrove ecosystem zonation and to develop strategic plan of mangrove ecosystem for conservation development Field research was done on March, May to June 2006 in Bou Bay- Bungus Teluk Kabung Tengah Village and Olo Bay-Teluk Kabung Selatan Village. Mangrove ecosystem observation was done by line transect method and rapid method that was measured the diameter breast height, water and substrate quality, fisheries biodiversity identification and stakeholders perception. Mangrove vegetation in Buo Bay-TKT mangrove vegetation was dominated by Rhizophora apiculata seedlings that had the highest influence of the community and ecosystem mangrove. Ecosystem Mangrove in Olo Bay-TKS mangrove ecosystem was dominated by Ceriops tagal seedlings but Sonneratia alba trees had highest influence of the community and ecosystem mangrove. This area is highly suitable for conservation area and should be established regulation as Landscape/Seascape Conservation category through using the local community institution as the strength subject to utilize the local government and non local government organization as the opportunities subject in strategic plan of mangrove ecosystem conservation to manage the protection of specific cultural and maintenance of traditional attribute, tourism and recreation activity in mangrove ecosystem area, scientific research and education, preservation of species and genetic diversity, sustainable use of mangrove forest, maintenance of environment services and improve institutional capacities in managing mangroves conservation activity.
