Abstract: | Pelabuhan Perikanan Samudera Cilacap (PPSC) memiliki rata-rata produksi,
jumlah kapal, dan unit penangkapan ikan yang meningkat selama periode 2017-
2021, sehingga membuat kegiatan perikanan di PPSC juga meningkat.
Meningkatnya kegiatan perikanan dan minimnya kepedulian pengguna pelabuhan
terhadap kebersihan lingkungan pelabuhan memberikan dampak negatif pada
kondisi lingkungan pelabuhan, yaitu meningkatnya limbah padat dan cair di
PPSC, sehingga PPSC membutuhkan alternatif strategi untuk mengatasi
permasalahan lingkungan tersebut. Penelitian ini bertujuan untuk menilai
penerapan pengendalian lingkungan, menganalisis persepsi pengguna pelabuhan,
dan merumuskan strategi pengendalian lingkungan berbasis eco-fishingport di
PPSC. Metode yang digunakan yaitu studi kasus dengan pengambilan data
menggunakan wawancara dan observasi langsung. Metode analisis yang
digunakan yaitu parameter eco-fishingport, skoring, skala likert, dan SWOT.
Hasil penelitian menunjukkan penilaian penerapan pengendalian lingkungan
dengan analisis indeks eco-fishingport mendapatkan skor 1,96, yaitu PPSC perlu
peningkatan untuk menuju eco-fishingport. Persepsi pengguna pelabuhan
terhadap pengendalian lingkungan masuk ke dalam kategori setuju dengan skor
224,94, yaitu pengguna pelabuhan setuju adanya penerapan pengendalian
lingkungan yang telah diterapkan di PPSC. Hasil analisis matriks SWOT
menunjukkan adanya delapan alternatif strategi pengendalian lingkungan, dengan
strategi utama yaitu mengoptimalkan pelaksanaan dan fasilitas pengendalian
lingkungan pelabuhan dan membuat kebijakan terkait menjaga kebersihan
lingkungan pelabuhan dengan sanksi yang tegas apabila dilanggar. The Cilacap Fisheries Port (PPSC) has increased average production, number of vessels, and fishing units during the 2017-2021 period, thereby increasing fishing activities at PPSC. The increase in fishing activities and the lack of concern for port users for the cleanliness of the port environment has had a negative impact on port environmental conditions, namely increasing solid and liquid waste in PPSC, so PPSC needs alternative strategies to overcome these environmental problems. This study aims to assess the application of environmental control, analyze the perceptions of port users, and formulate strategy based on environmental control eco-fishingport at PPSC. The method used is a case study with data collection using interviews and observation. The analytical method used is parameters eco-fishingport, scoring, likert scale, and SWOT. The results of the study show the assessment of the application of environmental control by index analysis eco-fishingport get a score of 1,96, namely PPSC needs improvement towards an eco-fishingport. Port users' perceptions of environmental control fall into the agree category with a score of 224,94, namely port users agree with the implementation of environmental controls that have been implemented in PPSC. The results of the SWOT matrix analysis show that there are eight alternative environmental control strategies, with the main strategy of optimizing the implementation and facilities of port environmental control and making policies related to maintaining the cleanliness of the port environment with strict sanctions if violated. |
