Abstract: Pembangunan ekonomi wilayah selain memperhatikan potensi ekonomi wilayah tersebut dan karakteristik faktor yang dimilikinya (faktor endogen) juga harus memperhatikan adanya keterkaitan kegiatan ekonomi (linkage) dengan daerah sekitarnya (faktor eksogen). Sebagai wilayah yang berbatasan langsung dengan pusat perdagangan dunia yakni Singapura dan berada di perlintasan internasional terbesar di dunia yaitu Selat Malaka, maka secara geografis posisi Kepulauan Riau sangat menguntungkan. Namun demikian, kondisi ini belum dimanfaatkan secara maksimal karena masih diposisikan sebagai support function bagi Singapura sehingga menimbulkan ketergantungan terhadap perekonomian Singapura. Sebagai tujuan relokasi industri Singapura dan penunjang kebutuhan Singapura dalam pemenuhan sumberdaya alam dan sumberdaya manusia, investasi yang masuk ke Kepulauan Riau sangat dipengaruhi oleh kondisi perekonomian Singapura. Ketergantungan asimetrik suatu wilayah terhadap perekonomian wilayah lain menyebabkan wilayah tersebut sangat rentan terhadap perubahan-perubahan yang terjadi pada wilayah lain maupun terhadap kebijakankebijakan yang mengatur hubungan antara kedua wilayah.
Regional economic development has to take into account at least two factors. First, the economic potential of the region and its characteristic factors (endogenous factors), and second, the linkages between economic activities and their surrounding areas (exogenous factors). As a region which is directly adjacent to Singapore and the world’s largest international crossing, Riau Islands Province has geographically very advantageous position. However, this has not been fully taken into benefits as the province is only positioned as a support function for Singapore, making it highly depends on Singapore’s economy. This condition has made Riau Islands Province become the destination for Singapore’s industrial relocation and the supporting province for Singapore’s needs for natural and human resources. As a result flow of trade and investment from Singapore to Riau Islands is affected by the economic conditions of the country. Asymmetric dependency of the economy of between Riau Islands and Singapore creates high vulnerability of Riau Island to changes which occur in Singapore as well as the policies that govern the relationship between these two regions.
