Abstract: Pelabuhan Perikanan Samudera Kendari merupakan salah satu pelabuhan yang aktif memproduksi sumber daya ikan. Fungsi pelabuhan perikanan adalah fungsi pemerintahan dan fungsi pengusahaan. Aktivitas kedatangan dan keberangkatan kapal dilakukan oleh petugas pengawas yang diberikan wewenang oleh negara, tetapi aktivitas ini terindikasi memiliki potensi bahaya yang disebabkan faktor manusia dan lingkungan, sehingga perlu adanya identifikasi potensi bahaya dan penilaian risiko kegiatan petugas syahbandar. Penelitian ini dilakukan dengan tujuan untuk mengidentifikasi kegiatan dan menilai potensi bahaya yang menghasilkan risiko dalam kegiatan pengawas kapal perikanan di PPS Kendari. Metode pengumpulan data yang digunakan adalah metode observasi langsung dan wawancara, kemudian dianalisis dengan metode HTA (Hierarchy Task Analysis), HIRARC (Hazards Identification, Risk Assessment, and Risk Control) dan analisis deskriptif. Hasil penelitian berupa informasi mengenai aktivitas dan potensi risiko pada kegiatan pengawas kedatangan dan keberangkatan kapal dalam bentuk bagan HTA dan juga Tabel HIRARC. Hasil yang diperoleh yaitu terdapat 13 tahapan kegiatan dalam aktivitas pengawas kedatangan sedangkan untuk aktivitas pengawas keberangkatan memiliki 14 tahapan kegiatan, sebanyak 86% merupakan aktivitas yang menimbulkan bahaya fisik dengan persentase 38% adalah risiko sedang, 23% risiko tinggi, 21% risiko ekstrim, dan 18% untuk risiko rendah. Pengendalian risiko dapat dilakukan untuk memperkecil risiko yang timbul yaitu dengan metode substitusi, rekayasa administrasi, dan penggunaan APD pada saat bekerja.
Kendari Ocean Fishing Port is one of the ports that actively produces fish resources. The function of the fishing port is the government function and the business function. Ship arrival and departure activities are carried out by fishery inspector officer who are authorized by the state, but these activities are indicated to have potential hazards caused by human and environmental factors, so it is necessary to identify potential hazards and risk assessment of syahbandar officer. This research was conducted with the aim of identifying activities and assessing the potential hazards that generate risks in the activities of fishing boat inspector officer at PPS Kendari. The data collection method used was direct observation and interview methods, then analyzed using the HTA method (Hierarchy Task Analysis), HIRARC (Hazards Identification, Risk Assessment, and Risk Control) and descriptive analysis. The results of the study are in the form of information regarding activities and potential risks in ship arrival and departure inspector officer activities in the form of HTA charts and also HIRARC tables. The results obtained are that there are 13 stages of activity in the arrival inspector officer activity while for the departure inspector officer activity it has 14 stages of activity, as much as 86% are activities that pose a physical hazard with a percentage of 38% being moderate risk, 23% high risk, 21% extreme risk, and 18% for low risk. Risk control can be carried out to minimize the risks that arise, namely by substitution methods, administrative engineering, and the use of PPE while working.
