Abstract: | Informasi yang akurat tentang perhitungan luas panen padi sangat dibutuhkan
oleh pemerintah sebagai acuan dalam pengambilan kebijakan pertanian yang tepat
sasaran. Di Indonesia, data area panen padi diperoleh melalui pengamatan survei
Kerangka Area Sampling (KSA). Pengamatan KSA mengelompokkan kondisi
lahan tanaman padi menjadi delapan label KSA: vegetatif awal, vegetatif akhir,
generatif, panen, persiapan lahan, puso, sawah bukan padi, dan bukan sawah.
Berdasarkan kondisi lahan tersebut, luas panen padi dapat dihitung melalui
perkalian proporsi kelas panen dengan luasan sawah padi. Oleh karena itu, proses
klasifikasi lahan tanaman padi menjadi salah satu bagian penting untuk
memperoleh perhitungan luas panen padi yang akurat. Pada penelitian ini
mengembangkan tiga kajian yang membahas tentang metode dan model
pengklasifikasian kondisi lahan pada label KSA secara lebih objektif dan efisien,
dengan memanfaatkan informasi dari big data penginderaan jauh yaitu satelit
LANDSAT 8. Selain mengembangkan model pengklasifikasian, tujuan utama
dalam penelitian ini adalah menduga luas panen padi pada area kecil yaitu
kecamatan, karena informasi luas panen padi di tingkat kecamatan sangat
dibutuhkan dalam beberapa program pemerintah. Namun saat ini, pendugaan
langsung dari Survei KSA tidak bisa dilakukan karena ukuran contohnya yang
tidak representatif di tingkat kecamatan.
Kajian pertama pada penelitian ini mengembangkan metode reklasifikasi
label KSA melalui model logit. Model logit yang diusulkan terdiri atas satu model
logit biner dan empat model logit multinomial dari reklasifikasi label KSA. Selain
itu, pada kajian pertama ini juga dikembangkan teknik imputasi untuk menangani
data hilang yang cukup besar dari perekaman data satelit LANDSAT 8 yang tidak
tersedia (NA) akibat adanya tutupan awan. Hasil penelitian memperoleh dua model
terbaik untuk klasifikasi fase panen padi, yaitu model ketiga, dan kelima. Model
ketiga direkomendasikan sebagai model yang memiliki kinerja yang paling baik
dari pengembangan metode reklasifikasi. Model ini mampu mengklasifikasikan
fase pertumbuhan padi dalam survei KSA dengan tingkat sensitifitas yang paling
tinggi untuk fase panen dibandingkan model reklasifikasi lainnya. Model kelima
juga merupakan model yang memiliki kinerja klasifikasi yang baik dalam
mengamati fase pertumbuhan padi, namun model ini tidak bisa mewakili kondisi
keseluruhan dari lahan survei KSA, dan hanya terbatas untuk konsisi lahan sawah
padi saja. Secara umum, indeks spektral LANDSAT 8 yang memberikan kontribusi
paling signifikan terhadap fase panen adalah EVIt, NDBIt-1, dan MNDWIt-1.
Metode reklasifikasi yang digunakan mampu meningkatkan kinerja klasifikasi
namun hasilnya belum memuaskan karena masih berada dibawah 80%. Hal ini
disebabkan karena adanya masalah ketidakseimbangan kelas yang ekstrim pada
data multikelas dari hasil survei KSA.
Pada kajian kedua dikembangkan metode resampling untuk mengatasi
masalah multikelas yang tidak seimbang dalam survei KSA pada model klasifikasi
ensemble. Metode resampling yang digunakan pada kajian kedua ini adalah metode
resampling sintetik dan Hybrid, yaitu Random Over Sampling (ROS) dan SCUT SMOTE and Cluster-based Undersampling Technique (SCUT). Dua metode
resampling ini diterapkan ke dalam model ensemble, yaitu bagging dan random
forest (RF), yang ditujukan untuk peningkatan kinerja klasifikasi. Hasil penelitian
menunjukkan bahwa ROS-RF berkinerja baik dalam mengklasifikasikan dataset
multikelas yang tidak seimbang pada KSA. Ukuran kinerja klasifikasi yang
diperoleh dari metode ROS-RF yaitu akurasi (90%), rata-rata sensitivitas (90%),
rata-rata spesifisitas (99%), dan rata-rata akurasi seimbang (94%). Peubah penting
dengan peringkat tertinggi berdasarkan Mean Decrease Gini (MDG) adalah
MDWIt-1 atau MDWI yang dicatat oleh satelit LANDSAT 8 pada satu periode (16
hari) sebelum tanggal survei KSA. Namun, secara umum, sembilan peubah yang
termasuk dalam klasifikasi memiliki kontribusi dengan tingkat kepentingan yang
hampir sama.
Selanjutnya, tujuan utama dari penelitian ini berada pada kajian ketiga yaitu
menduga luas panen pada tingkat area kecil (kecamatan) menggunakan metode
SAE-level unit. SAE-level unit yang diajukan merujuk kepada model multilevel
logit normal, karena struktur data survei KSA yang berhirarki. Pendugaan
parameter model untuk model non-normal yang kompleks ini menggunakan
pendekatan h-likelihood, sehingga model yang diajukan ini diberi nama Model
Binomial Normal Berhirarki (MBNB). Pemanfaatan indeks spektral LANDSAT 8
sebagai peubah penyerta untuk model klasifikasi MBNB memberikan nilai akurasi
yang tinggi, dengan nilai 87,52%. Selain itu, Model Binomial-Normal Berhirarki
ini juga memiliki kemampuan untuk memperkirakan luas area panen padi di level
kecamatan, termasuk kecamatan yang tidak memiliki contoh (nircontoh). Hasil
estimasi luas panen padi pada area studi yaitu Kabupaten Bogor pada bulan April
2018 berdasarkan metode SAE-MBNB berada dalam interval (5660,395Ha;
7694,286 Ha), dengan estimasi titik sebesar 6666,659 Ha. Penduga titik yang
dihasilkan MBNB hampir sama dengan angka statistik yang dirilis oleh BPS, dan
nilai estimasi BPS tersebut berada dalam selang dugaan MBNB. Oleh karena itu,
metode SAE-MBNB yang dikembangkan ini sangat direkomendasikan sebagai
metode alternatif dalam memperkirakan luas panen padi di tingkat area kecil. The government needs accurate information about the calculation of rice harvest area as a reference in making targeted agricultural policies. In Indonesia, rice harvest area data was obtained through the observation of the Area Sampling Frame (ASF) survey. ASF observations group the land conditions of rice plants into eight ASF labels: early vegetative, late vegetative, generative, harvest, bare/ land preparation, puso, non-rice in the rice fields, and not rice fields. Based on the condition of the land, the rice harvest area can be calculated through the multiplication of the proportion of the harvest class with the rice field area. Therefore, the land classification process of rice crops is one of the essential parts of obtaining an accurate calculation of rice harvest area. This study developed three studies that discuss the methods and models of classifying land conditions on the ASF label more objectively and efficiently by utilizing information from remote sensing big data, namely the LANDSAT 8 satellite. In addition to developing a classification model, the main objective of this study is to estimate the rice harvest area in a small area, namely sub-districts, because information on rice harvest area at the sub-district level is needed in several government programs. However, direct estimation of the KSA Survey cannot be done because the sample size is not representative at the sub-district level. The first study in this research developed a method of reclassifying ASF labels through a logit model. The proposed logit model consists of one binary and four multinomial logit models from reclassifying ASF labels. In addition, imputation techniques were developed in this first study to impute missing data results of data loss or Not Available (NA) from LANDSAT 8 satellite data due to cloud cover. The study results obtained the two best models for classifying the rice harvest phase, namely the third and fifth models. The third model is recommended as the model with the best performance from developing the reclassification method. This model is able to classify the growth phase of rice in the ASF survey with the highest level of sensitivity for the harvest phase compared to other reclassification models. The fifth model is also a model that has good classification performance in observing the rice growth phase, but this model cannot represent the overall condition of the ASF survey land and is only limited to rice paddy land conditions. In general, the LANDSAT 8 spectral indices that significantly contribute to the harvest phase are EVIt, NDBIt-1, and MNDWIt-1. The reclassification method used was able to improve classification performance, but the results were not satisfactory because it was still below 80%. This is due to the extreme class imbalance problem in multiclass data from the ASF survey results In the second study, a resampling method was developed to overcome the problem of unbalanced multiclass in the ASF survey on the ensemble classification model. The resampling method used in this second study is a synthetic and Hybrid resampling method, namely Random Over Sampling (ROS) and SMOTE and Cluster-based Undersampling Technique (SCUT). These two resampling methods are applied to the ensemble model, namely bagging and random forest (RF), aiming to improve classification performance. The results showed that ROS-RF performed well in classifying unbalanced multiclass datasets on ASF. The classification performance measures obtained from the ROS-RF method are accuracy (90%), average sensitivity (90%), average specificity (99%), and balanced accuracy (94%). The highest-ranked important changer based on Mean Decrease Gini (MDG) is MDWIt-1 or MDWI recorded by the LANDSAT 8 satellite in the single period (16 days) before the ASF survey date. However, the nine variables included in the classification generally have contributions of almost the same degree of importance. Furthermore, the main objective of this study is in the third study, which is to estimate the harvest area at the small area level (sub-district) using the SAE-unit level method. The proposed SAE-level unit refers to the normal logit multilevel model due to the hierarchical structure of the ASF survey data. The estimation of model parameters for this complex non-normal model uses the h-likelihood approach, so this proposed model is named the Binomial-Normal Hierarchical Model (BNHM). The utilization of the LANDSAT 8 spectral index as an explanatory changer for the BNHM classification model provided a high accuracy value, about 87.52%. In addition, the Binomial-Normal Hierarchical Model also has the ability to estimate the area of rice harvest at the sub-district level, including sub-districts that do not have samples (non-sampled). The results of the estimated rice harvest area in the study area, namely Bogor Regency in April 2018 based on the SAE-BNHB method, were in the interval (5660.395Ha; 7694.286 Ha), with an estimated point of 6666.659 Ha. The point estimation generated by BNHB is almost the same as the estimate released by Statistics Indonesia-BPS, and the value of the BPS estimate is within the BNHB estimation interval. Therefore, the developed SAE-MBNB method is highly recommended as an alternative method in estimating rice harvest areas at the small or minor area level. |
