Title: Pengaruh Pengelolaan Kolaboratif Sumberdaya Hutan terhadap Kondisi Ekologi Hutan dan Kondisi Sosial Ekonomi Masyarakat (Kasus Pengelolaan Kopi di Wilayah Kerja KPH Pekalongan Timur)

Abstract: Penguasaan kawasan hutan oleh negara menimbulkan ketimpangan penguasaan lahan yang kemudian memicu konflik antar pemangku kepentingan. Pengelolaan Sumberdaya Hutan Bersama Masyarakat (PHBM) hadir sebagai solusi penyelesaian konflik yang merupakan bagian dari visi-misi Perum Perhutani. Program tersebut menghubungkan upaya peningkatan kesejahteraan masyarakat desa hutan dengan kelestarian sumberdaya hutan. Penelitian dilakukan untuk menjelaskan empat hal, yakni: (1) dinamika penguasaan hutan di wilayah kerja Perhutani; (2) menjelaskan mekanisme kerja kolaborasi; (3) menganalisis tingkat pengelolaan kolaboratif sumber daya alam dalam pengelolaan kopi Masyarakat Desa Hutan (MDH) Kayupuring; dan (4) menganalisis pengaruh pengelolaan kolaboratif dalam pengelolaan kopi MDH Kayupuring terhadap kondisi ekologi hutan dan sosial ekonomi masyarakat desa hutan. Penelitian menggunakan pendekatan kuantitatif dan kualitatif dengan model exploratory design. Hasil penelitian menunjukkan bahwa proses-proses penguasaan melahirkan aturan-aturan lokal baru dalam rangka manajemen konflik. Mekanisme kolaborasi yang berjalan masih menunjukkan lemahnya kelembagaan masyarakat desa hutan. Tingkat pengelolaan kolaboratif berada pada level konsultatif dan masih terjebak pada penglibatan semu masyarakat desa hutan dalam aksi kolaborasinya. Hasil uji regresi logistik menunjukkan bahwa tingkat pengelolaan kolaboratif tidak berpengaruh terhadap kondisi ekologi hutan dan kondisi sosial ekonomi MDH Kayupuring. Namun terdapat kecenderungan bahwa tingkat pengelolaan kolaboratif linier dengan tingkat kondisi sosial MDH Kayupuring.
The state’s control of forest areas creates land tenure inequality, which then triggers conflicts between stakeholders. Community Shared Forest Resource Management (PHBM) is a conflict resolution solution that is part of the vision and mission of Perum Perhutani. The program connects efforts to improve the welfare of village communities with the preservation of forest resources. The research was conducted to explain four things, namely: (1) the dynamics of forest tenure in the Perhutani work area; (2) describe the mechanism of collaborative work; (3) analyze the level of collaborative management of natural resources in the coffee management of the Kayupuring Forest Village Community (MDH); and (4) analyze the effect of collaborative management in the management of MDH Kayupuring coffee on the ecological and socioeconomic conditions of forest village communities. The research uses quantitative and qualitative approaches with an exploratory design model. The results showed that the mastery processes gave birth to new local rules in conflict management. However, the ongoing collaboration mechanism still needs to show the weak institutions of village communities. The level of collaborative management is at the consultative level and is still stuck on the pseudo-involvement of forest village communities in their collaborative actions. The result of the logistic regression test showed that the level of collaborative management did not affect the ecological condition of the forest and the socioeconomic conditions of MDH Kayupuring. However, there is a tendency for the level of collaborative management to be linear with the social conditions of MDH Kayupuring.
