Abstract: | Perguruan tinggi harus mampu menangani semua manifestasi yang tidak
terduga untuk bertahan hidup dilingkungan yang tidak pasti dan untuk mendorong
kesuksesan di masa yang akan datang. Cara yang dapat dilakukan perguruan tinggi
untuk dapat bertahan adalah menjadi organisasi yang tangguh (resiliensi organisasi).
Institut Pertanian Bogor adalah salah satu perguruan tinggi di Indonesia yang telah
menyandang status sebagai Perguruan Tinggi Negeri Badan Hukum (PTN BH) dan
dapat dijadikan contoh bagi perguruan tinggi lain bagaimana Institut Pertanian
Bogor melakukan resiliensi manajemen perguruan tinggi menghadapi pandemi
Covid-19 untuk dapat diterapkan dan dikembangkan oleh perguruan tinggi lain.
Penelitian ini bertujuan untuk menganalisis manajemen perguruan tinggi di Institut
Pertanian Bogor berdasarkan faktor manajemen sumber daya manusia strategis,
menganalisis manajemen perguruan tinggi di Institut Pertanian Bogor berdasarkan
faktor budaya organisasi, menganalisis faktor resiliensi organisasi di Institut
Pertanian Bogor dan menganalisis manajemen perguruan tinggi di Institut Pertanian
Bogor untuk menjadi organisasi yang memiliki resiliensi.
Metode pengambilan sampel menggunakan teknik stratified random
sampling. Data penelitian diperoleh dari pengisian kuesioner secara online. Data
diolah menggunakan analisis deskripsi dan aplikasi SEM Smart PLS. Hasil
penelitian menunjukkan strategic human resource management (SHRM)
berpengaruh positif dan signifikan terhadap resiliensi organisasi pada dosen, tetapi
tidak signifikan pada tendik. Artinya SHRM yang diterapkan dosen sudah baik
sehingga dosen mampu beradaptasi dengan kondisi yang mengalami perubahan
dalam rangka menyelesaikan tugasnya, sedangkan pada tendik penerapan SHRM
yang dilakukan oleh tendik belum mampu membawa pengaruh yang signifikan
terhadap resiliensi organisasi. Tendik memerlukan dukungan yang lebih dari
organisasi untuk meningkatkan SHRM. SHRM juga berpengaruh positif dan
signifikan terhadap budaya organisasi. Budaya organisasi berpengaruh positif dan
signifikan terhadap resiliensi organisasi. SHRM berpengaruh positif dan signifikan
terhadap resiliensi organisasi melalui budaya organisasi sebagai variabel mediasi.
Faktor manajemen sumber daya manusia strategis (SHRM) direfleksikan
dengan baik oleh analisis SDM, nilai strategis dari praktik seleksi dan praktik kerja
berkinerja tinggi. Faktor budaya organisasi direfleksikan dengan baik oleh
mengikuti aturan, keamanan kerja, menjadi fleksibel, mengambil risiko, inovasi dan
transformasi digital, kualitas dan reputasi organisasi. Faktor resiliensi organisasi
direfleksikan dengan baik oleh kekokohan, kelincahan dan integritas. Resiliensi di
IPB dapat tercapai dengan menerapkan SHRM dan budaya organisasi. Hal ini
sesuai dengan temuan dari hasil yang diperoleh dari penelitian yang
memperlihatkan SHRM dan budaya organisasi mempunyai pengaruh yang positif
dan signifikan terhadap resiliensi organisasi. Colleges must be able to handle all the unexpected manifestations in order to survive in an uncertain environment and to foster success in the future. The way that universities can do to survive is to become a strong organization (organizational resilience). Bogor Agricultural University is one of the universities with Legal Entity State University status in Indonesia and can be used as an example for other universities and how the Bogor Agricultural University has adopted higher education management resilience in the face of the Covid-19 pandemic so that it can be introduced and developed at other universities. This study aims to analyze higher education management at Bogor Agricultural University based on strategic human resource management factors, analyze higher education management based on organizational culture factors, analyze organizational resilience factors and analyze higher education management at Bogor Agricultural University to become a resilient organization. The sampling method used a stratified random sampling technique. The data was obtained from filling out online questionnaires and processed using description analysis and SEM Smart PLS application. The results showed that strategic human resource management (SHRM) positively and significantly affected organizational resilience for lecturers but not significantly for tendikes. It means that the SHRM applied by the lecturers is good so that the lecturers can adapt to changing conditions to complete their tasks. At the same time, the SHRM implementation carried out by the tendik has not been able to have a significant effect on organizational resilience. Tendik needs more support from the organization to improve SHRM. SHRM also has a positive and significant effect on organizational culture. Organizational culture has a positive and significant effect on organizational resilience. SHRM has a positive and significant effect on organizational resilience through organizational culture as a mediating variable. The strategic human resource management (SHRM) factor was well reflected by HR analysis, the strategic value of selection practices, and high-performance work practices. Organizational culture factors are well reflected by following rules, job security, being flexible, taking risks, innovation and digital transformation, organizational quality, and reputation. Organizational resilience factors are well reflected by robustness, agility, and integrity. Resilience at IPB can be achieved by implementing SHRM and organizational culture. It is following the findings of the results obtained from research that shows SHRM and organizational culture have a positive and significant influence on organizational resilience. |
