Abstract: Telemedicine can be an alternative solution in overcoming the limitations of infrastructure and health human resources which are the cause of limited access to healthcare services for citizen. Telemedicine users increased during the Covid-19 pandemic, but only 10% of Indonesia’s population. This study aims to analyze the characteristics of telemedicine users, analyze the factors that influence the intention to use telemedicine services, and formulate new normal model of the telemedicine-based health care industry. The research was conducted from January to March 2022 through an online survey involving 192 respondents domiciled in Greater Jakarta and Greater Bandung. The sampling technique used is voluntary sampling. Data processing and analysis techniques used descriptive analysis, Structural Equation Model (SEM) analysis using LISREL version 8.8, industry foresight analysis, and benchmarking analysis. Based on research results, telemedicine users have used the internet for more than 5 years, but 93,23% have only used telemedicine for the last two years. Demographically, generation Z and millennials tend to adapt faster to developments in information and communication technology. Higher education levels affect understanding and ways of thinking in using telemedicine. Based on Psychography, telemedicine users tend to prefer to use the mobile application version of telemedicine using a smartphone compared to having to access the website version of telemedicine via a laptop or personal computer. The results of the SEM analysis show that the intention to use the telemedicine system is directly influenced by the Attitude variable. System quality affects the perceived ease of use while information quality affects perceived usefulness. Perceived ease of use and perceived usefulness affect trust which affects the intention to use telemedicine through attitudes. The positioning that can be applied in adapting the new habits of the telemedicine-based health service industry is "digitizing health from the beginning of life". The formulation for adapting new habits of the telemedicine-based health service industry includes creating a patient-centric ecosystem, integrating telemedicine systems in terms of services, applications, as well as data and information, using digital identities bound with identification codes as an effort to maintain information security, and establishing hexahelix collaborations.
