Title: Analisis Kinerja dan Risiko Rantai Pasok Susu Formula (Studi Kasus: PT Tigaraksa Satria)

Abstract: Industri produk olahan susu memiliki potensi besar untuk dikembangkan di Indonesia. Namun demikian, baik industri pengolahan maupun distributor masih menghadapi berbagai permasalahan terkait kinerja dan risiko. Penelitian ini bertujuan untuk menganalisis kinerja, risiko, serta menentukan strategi peningkatan kinerja rantai pasok susu formula di PT Tigaraksa Satria. Penelitian ini menggunakan metode supply chain operation reference (SCOR) yang diintegrasi dengan analytical hierarchy process (AHP) untuk analisis kinerja dan metode house of risk (HOR) untuk analisis risiko. Strategi peningkatan kinerja rantai pasok dirumuskan menggunakan metode analytical networking process (ANP) berdasarkan analisis benefit, opportunity, cost, dan risk (BOCR). Hasil pengukuran kinerja menunjukkan bahwa kinerja PT Tigaraksa Satria sudah sangat baik (97,61%). Hasil analisis risiko menunjukkan terdapat 13 risk agent pada tingkat prinsipal dan 18 risk agent pada tingkat distributor. Delapan risk agent ditetapkan sebagai prioritas untuk diberikan aksi mitigasi. Terdapat 8 aksi mitigasi yang dapat diterapkan pada tingkat prinsipal dan 11 aksi pada tingkat distributor. Aksi mitigasi diurutkan berdasarkan tingkat efektivitas dan kesulitan penerapannya. Berdasarkan penilaian pakar, peningkatan koordinasi dan kerja sama antar stakeholder merupakan strategi yang memiliki pengaruh besar terhadap peningkatan kinerja rantai pasok susu formula.
The dairy product industry has excellent potential to be developed in Indonesia. However, both the processing industry and distributors still face various problems related to performance and risk. This study aims to analyze the performance, risks and determine strategies for improving the performance of the infant milk formula supply chain at PT Tigaraksa Satria. This study uses the supply chain operation reference (SCOR), which is integrated with the analytical hierarchy process (AHP) for performance analysis and the house of risk (HOR) method for risk analysis. The performance improvement strategy of a supply chain is formulated using the analytical networking process (ANP) based on benefit, opportunity, cost, and risk (BOCR) analysis. The performance measurement results show that the performance of PT Tigaraksa Satria is excellent (97.61%). The results of the risk analysis identified 13 risk agents at the producer level and 18 risk agents at the distributor level. Eight risk agents are set as priorities to be given mitigation actions. Eight mitigations at the producer and 11 acts at the distributor level were proposed to reduce the risk. Mitigation actions are ranked according to the effectiveness and difficulty of implementation. Based on expert judgment, improving coordination and cooperation between stakeholders is a strategy that significantly influences the performance of the infant milk formula supply chain.
