Abstract: Hak pengusahaan hutan (HPH)sebagai unit manajemen hutan alam semakin berkurang jumlahnya, yang menyebabkan lahan bekas HPH tersebut menjadi akses terbuka. Tutupnya HPH di antaranya disebabkan oleh produktivitasnya yang rendah. Tujuan penelitian ini adalah mengetahui upaya meningkatkan produktivitas HPH dengan tetap menjaga kelestarian hutan melalui analisis deskriptif dan regresi. Hasil penelitian menunjukkan, upaya untuk meningkatkan produktivitas HPH secara lestari dapat diwujudkan dengan kondisi; Kepastian status kawasan, memiliki nilai ekonomi, menjaga fungsi ekologi, diterima oleh masyarakat dan transparansi usaha. Adapun kebijakan yang mendukung hal-hal tersebut adalah sebagai berikut; Meningkatkan nilai rente ekonomi, pengembangan ekonomi masyarakat yang terhubung dengan HPH, pengukuhan kawasan, membentuk lembaga kehutanan yang efisien. Kemudian, hasil dari analisis regresi menunjukkan bahwa: Peningkatan produktivitas HPH (Y) secara signifikan ditentukan oleh pengurangan luas tebangan (X1), penambahan kapasitas tenaga kerja (X2), penambahan volume konsumsi log (X3) dan harga riil log (X4), serta seluruh variabel X secara simultan berpengaruh signifikan terhadap variabel Y sebesar 73,9%.
The number of natural forest concessions (HPH) as a natural forest management unit is decreasing, which causes the ex-HPH land to become open access. The closing of HPH’s was partly due to their low productivity. The purpose of this study was to determine the efforts to increase HPH productivity while maintaining forest sustainability through descriptive and regression analysis. The results showed that efforts to increase HPH productivity in a sustainable manner could be realized with the following conditions; Certainty status of the area, having economic value, maintaining ecological functions, being accepted by the community and business transparency. The policies that support these matters are as follows; Increasing the value of economic rents, developing community economics connected to HPH’s, establishing areas, forming efficient forestry institutions. Then, the results of the regression analysis show that: The significant increase in HPH productivity (Y) is determined by the reduction in the area of logging (X1), the addition of labor capacity (X2), the addition of log consumption volume (X3) and the real price of the log (X4), and also it shows that all X variables simultaneously have a significant effect on the variable Y by 73.9%.
