Abstract: | Pemerintah telah mengadakan berbagai program kerja untuk mengatasi
masalah kemiskinan seperti program di bidang pangan yaitu program Beras
Sejahtera (RASTRA) dan Bantuan Pangan Non-tunai (BPNT). Selain itu terdapat
beberapa program yang diselenggarakan pemerintah di bidang pendidikan yaitu
Program Indonesia Pintar (PIP), program Beasiswa Pendidikan bagi Masyarakat
Miskin (BIDIKMISI) dan beberapa program pada sektor lainnya, yang bertujuan
untuk mensejahterakan masyarakat Salah satu program khusus yang dikeluarkan
oleh pemerintah dalam rangka percepatan penanggulangan kemiskinan adalah
Program Keluarga Harapan (PKH) yang dikelola oleh Kementerian Sosial.
PKH merupakan program pemerintah yang bertujuan untuk
menanggulangi kemiskinan dengan melakukan pemberian bantuan sosial
bersyarat kepada keluarga yang tidak mampu dalam segi ekonomi. Masyarakat
yang menerima bantuan PKH disebut sebagai Keluarga Penerima Manfaat (KPM)
dan ditetapkan sebagai peserta PKH. Permasalahan yang terjadi hingga saat ini
adalah PKH yang berada di Kabupaten Lebak belum berjalan secara maksimal,
karena belum tersalurkannya bantuan kepada masyarakat secara tepat sasaran.
Salah satu faktor penghambat dari program PKH di Kabupaten Lebak adalah
faktor keluarga yang mampu dalam perekonomian namun ingin menjadi peserta
PKH dan mendapatkan bantuan pemerintah.
Berdasarkan permasalahan di atas, maka penelitian ini bertujuan untuk
membuat model klasifikasi menggunakan teknik pohon keputusan algoritme C5.0
untuk menentukan penerima bantuan pemerintah non-tunai yang layak. Dalam hal
ini, model klasifikasi pohon keputusan yang dibuat dapat menghasilkan akurasi
sebesar 88,63% dengan algoritme C5.0 (Model berbasis aturan) dan akurasi
88,86% dengan algoritme C5.0 (Model Berbasis Pohon). Selain algoritme C5.0,
klasifikasi penerima bantuan pemerintah non-tunai dilakukan dengan
menggunakan algoritme Naive Bayes yang menghasilkan akurasi sebesar 79,62%.
Berdasarkan model pohon keputusan, penelitian ini menunjukkan bahwa kriteria
yang paling menentukan apakah masyarakat akan menerima bantuan pemerintah
non-tunai adalah keluarga yang memiliki lemari es dan mobil serta jumlah
anggota rumah tangga dengan kisaran 1 sampai 3. The government has held various work programs to overcome poverty problems such as programs in the food sector, namely the RASTRA program (Beras Sejahtera) and BPNT (Bantuan Pangan Non-tunai). Examples of government assistance programs in the field of education include the Smart Indonesia Program (PIP), the Education Scholarship Program for the Poor (BIDIKMISI) and several programs in other sectors which aim to prosper the community. One of the special programs issued by the government in the context of accelerating poverty reduction is Program Keluarga Harapan (PKH) which is managed by the Ministry of Social Affairs. PKH is a government program that aims to reduce poverty by providing conditional social assistance to economically disadvantaged families. Communities who receive PKH assistance are referred to as KPM (Keluarga Penerima Manfaat) and are designated as PKH participants. The problem that has occurred so far is that PKH in Lebak Regency has not run optimally, because not all targeted community received the assitance. One of the inhibiting factors of the PKH program in Lebak Regency is the factor of families who are actually economically capable but still want to become PKH participants and receive government assistance. Based on the problems mentioned above, this study aims to create a classification model using the C5.0 algorithm decision tree technique to decide feasible non-cash government assistance recipients. In this case, the decision tree classification model that we have developed produces an accuracy of 88,63% with the C5.0 algorithm (Rule-based model) and an accuracy of 88,86% with the C5.0 algorithm (Tree-Based Model). In addition to the C5.0 algorithm, the classification of recipients of non-cash government assistance was performed using the Naive Bayes algorithm which produces an accuracy of 79,62%. Based on the decision tree model, this study shows that the criteria that most decide whether the community will receive non-cash government assistance are families who own refrigerators and cars as well as the number of members in households with a range of 1 to 3. |
