Abstract: Bekasi Municipality as one of Jakarta’s buffer city, has unique challenges in implementing clean and healthy lifestyle (PHBS). One of this challenge is the ubiquitous Bantargebang landfill that stands on three administrative area in Bantargebang District. The vast amount of waste in Bantargebang landfill, including valuable waste, attracts outsiders to engage in waste picking and trading opportunity. This leads to the development of slum areas around the landfill, one of which is in RW 5 Ciketing Udik Subdistrict. This study aims to formulate strategy to improve PHBS through waste management planning using community assets assessment. Survey showed the community have good understanding about PHBS and adequate understanding about waste management in particular, but respondents also admit they don’t do much to manage their waste. This result is further confirmed by FGD, interviews, and observation, which highlight open burning as the community preferred way to manage waste. To address the situation, researcher and the community compile community assets inventory that can be plugged in to the logical framework analysis to develop three main strategies for improving waste management condition in RW 5: (1) Elevating community awareness and capacity; (2) Strengthening collaboration between local actors; (3) Elaborate ways to search funding.
