Abstract: Pemerataan distribusi kapal penangkapan ikan dari Wilayah Pengelolaan Perikanan Nasional Republik Indonesia yang overfishing ke Wilayah Pengelolaan Perikanan Nasional Republik Indonesia yang statusnya masih under exploited penting dilakukan untuk pengelolaan sumber daya ikan berkelanjutan. Hingga saat ini belum ada informasi mengenai distribusi kapal yang akurat dan lengkap di Indonesia, sehingga menjadi kendala dalam upaya untuk mendistribusikan kapal dari daerah overfishing ke daerah yang under exploited. Saat ini pemetaan distribusi kapal dapat dilakukan melalui sistem Vessel Monitoring System (VMS), Automatic Identification System dan sistem penginderaan jauh. Saat ini diberbagai negara telah dilakukan pendeteksian kapal dengan Vessel Monitoring System (VMS), Automatic Identification System dan sistem penginderaan jauh. Indonesia saat ini untuk pemantauan distribusi kapal telah digunakan Vessel Monitoring System telah dilakukan sejak tahun 2003, namun hanya diwajibkan untuk kapal-kapal berukuran lebih dari 30 Gross Tonnage sehingga semua kapal-kapal di Indonesia belum terpetakan secara lengkap dan akurat. Untuk melengkapi keterbatasan informasi dari Vessel Monitoring System perlu dilakukan sebagai alternatif lainnya seperti pendeteksian kapal dari sistem penginderaan jauh satelit. Salah satu sistem penginderaan jauh yang dapat mendeteksi kapal adalah satelit meteorologi Suomi National Polar-orbiting Partnership (Suomi NPP) yang memiliki sensor visible infrared imaging radiometer suite (VIIRS). Sensor visible infrared imaging radimeter suite memiliki kanal Day Night Band (DNB) yang bekerja dengan mendeteksi cahaya lampu yang digunakan oleh kapal-kapal penangkapan ikan yang beroperasi pada malam hari. Tujuan penelitian ini adalah menganalisis distribusi kapal penangkapan ikan di perairan Indonesia berdasarkan sensor VIIRS-DNB dan data VMS di perairan Indonesia. Data VIIRS-DNB diperoleh dari Earth Observation Group (EOG) melalui website resmi https://eogdata.mines.edu/vbd data yang digunakan adalah data harian selama satu tahun. Data VIIRS-DNB yang diperoleh merupakan data deteksi semua cahaya lampu yang ada di perairan Indonesia, sehingga dilakukan pemisahan data antara data cahaya lampu kapal penangkapan ikan dan cahaya yang bukan berasal dari lampu kapal penangkapan ikan. Data cahaya lampu kapal ikan yang terdeteksi memiliki nilai kualitas pancaran piksel atau quality of flag (QF) sama dengan 1 untuk deteksi cahaya yang kuat dan nilai 2 untuk deteksi cahaya yang lemah, sedangkan data yang nilai quality of flag lebih dari 2 tidak digunakan untuk pemrosesan lebih lanjut. Data quality of flag yang memiliki nilai 1 dan 2 diolah untuk memetakan distribusi spasial dan temporal kapal penangkapan ikan di perairan Indonesia. Data vessel monitoring system diperoleh dari Direktorat Pemantauan dan Operasi Armada, Kementerian Kelautan dan Perikanan Republik Indonesia. Data vessel monitoring system yang digunakan adalah data harian selama satu tahun 2014. Data vessel monitoring system yang tersedia memuat juga informasi tracking kapal dan aktivitas kapal ikan. Sehingga data yang digunakan adalah data pada saat kapal melakukan operasi penangkapan ikan. Distribusi kapal penangkapan ikan dari sensor VIIRS-DNB dan VMS dianalisis secara spasial dan temporal, untuk mengetahuai persentase kecocokan distribusi kapal penangkapan ikan yang terdeteksi oleh VMS dan VIIRS-DNB dilakukan teknik overlay. Berdasarkan data harian VIIRS-DNB bahwa kapal-kapal ikan yang menggunakan lampu terdeteksi di semua Wilayah Pengelolaan Perikanan Negara Republik Indonesia. Jumlah kapal yang terdeteksi disetiap WPPN RI berkisar antara 4 sampai 748 kapal. Pada umumnya Hasil analisis spasial data harian VIIRSDNB tahun 2014 menunjukkan menunjukkan bahwa tertinggi di WPP-712 (Laut Jawa) rata-rata harian kapal terdeteksi sebanyak 748 kapal dan terendah di WPP-717 (Perairan Teluk Cenderawasih dan Pasific) rata-rata harian terdeteksi sebanyak 4 kapal. Rata-rata harian terdeteksi di seluruh WPPN RI yaitu pada WPP-571 (Perairan Selat Malaka dan Laut Andaman) sebanyak 38 kapal, WPP-572 (Samudera Hindia Sebelah Barat Sumatera dan Selat Sunda) sebanyak 134 kapal, WPP-573 (perairan Samudera Hindia sebelah Selatan Jawa hingga sebelah Selatan Nusa Tenggara, Laut Sawu, dan Laut Timor bagian Barat) sebanyak 39 kapal, WPP-711 (perairan Selat Karimata, Laut Natuna, dan Laut China Selatan) sebanyak 337 kapal, WPP-713 (perairan Selat Makassar, Teluk Bone, Laut Flores, dan Laut Bali) sebanyak 209 kapal, WPP-714 (Perairan Teluk Tolo dan Laut Banda) sebanyak 30 kapal, WPP-715 (meliputi perairan Teluk Tomini, Laut Maluku, Laut Halmahera, Laut Seram dan Teluk Berau) sebanyak 10 kapal, WPP-716 (perairan Laut Sulawesi dan sebelah Utara Pulau Halmahera) sebanyak 39 kapal dan WPP-718 (perairan Laut Aru, Laut Arafuru, dan Laut Timor bagian Timur) sebanyak 91 kapal. Hasil analisis secara temporal deteksi sensor VIIRS-DNB di WPP-712 dan WPP-713 puncak terdeteksi pada bulan September, WPP-571 puncak terdeteksi pada bulan Maret, WPP-572, WPP-573, WPP-711, WPP-715 dan WPP-716 puncak terdeteksi pada bulan Mei, WPP-714 dan WPP-717 puncaknya pada bulan November dan WPP-718 puncaknya pada bulan Oktober. Berdasarkan hasil analisis temporal terdapat perbedaan puncak terdeteksi di 11 WPPN RI, hal ini disebabkan beberapa faktor diantaranya adalah tingkat tutupan awan yang berbeda-beda tiap WPPN RI dan kondisi oseanografi perairan setiap WPPN RI. Hasil analisis temporal pada data VMS tahun 2014 terdapat variasi puncak deteksi. Pada WPP-571 puncak terdeteksi pada bulan Mei, WPP-572 dan WPP-714 pada bulan April, WPP-573 dan WPP-712 pada bulan November, WPP-711 pada bulan Juli, WPP-713 pada bulan Januari, WPP-715 pada bulan Oktober, WPP-716 pada bulan September, WPP-717 pada bulan Juni dan WPP-718 pada bulan Desember. Data VMS dapat digunakan untuk menganalisis distribusi spasial dan temporal kapal ikan di perairan Indonesia. Secara spasial distribusi kapal ikan terbanyak adalah di WPP-711 dan WPP-712 sedangkan secara temporal jumlah kapal ikan yang terdeteksi meningkat pada bulan September hingga November 2014. Berdasarkan hasil overlay antara keberadaan kapal dari VMS dan VIIRSDNB diperoleh tingkat kecocokkan distribusi kapal VMS dan VIIRS-DNB sebesar 26.04% sehingga 73.94% kapal ikan yang terdeteksi oleh VIIRS tidak ada informasi oleh VMS.
Equalization of the distribution of fishing vessels from the National Fisheries Management Area of the Republic of Indonesia overfishing to the National Fisheries Management Territory of the Republic of Indonesia whose status is still under exploitation is important for the management of sustainable fish resources. Until now there has been no accurate and complete ship distribution in Indonesia, so it is an obstacle in efforts to distribute ships from overfishing areas to under exploited areas. Currently ship distribution mapping can be done through Vessel Monitoring System (VMS), Automatic Identification System and remote sensing system. Currently in various countries have been carried out ship detection with Vessel Monitoring System (VMS), Automatic Identification System and remote sensing system. Indonesia currently for ship distribution monitoring has been used Vessel Monitoring System has been carried out since 2003, but is only required for ships measuring more than 30 Gross Tonnage so that all ships in Indonesia have not been mapped completely and accurately. To supplement the limitations of information from vessel monitoring system needs to be done as another alternative such as ship detection from satellite remote sensing system. One remote sensing system that can detect ships is the Suomi National Polar-orbiting Partnership (Suomi NPP) meteorological satellite which has a visible infrared imaging radiometer suite (VIIRS) sensor. The visible infrared imaging radimeter suite sensor has a Day Night Band (DNB) canal that works by detecting light bulbs used by fishing vessels operating at night. The purpose of this research is analyzing the distribution of fishing vessels fish in Indonesian teritory based on sensors VIIRS-DNB and VMS data in Indonesian teritory. VIIRS-DNB data is obtained from the Earth Observation Group (EOG) through the official website of https://eogdata.mines.edu/vbd the data used is daily data for one year. VIIRS-DNB data obtained is the detection data of all light bulbs in Indonesian waters, so that the data separation is carried out between the light data of fishing vessel lights and light that does not come from the lamp of the fishing vessel. VIIRS-DNB data obtained is the detection data of all light bulbs in Indonesian waters, so that the data separation is carried out between the light data of fishing vessel lights and light that does not come from the lamp of the fishing vessel. Detected of fishing vessel light data has a pixel beam quality or quality of flag (QF) value equal to 1 for strong light detection and a value of 2 for weak light detection, while data with a quality of flag value of more than 2 is not used for further processing. The data vessel monitoring system is obtained from the Directorate of Fleet Monitoring and Operations, Ministry of Marine Affairs and Fisheries of the Republic of Indonesia. Data vessel monitoring system used is daily data for one year 2014. The available vessel monitoring system data also contains ship tracking information and fishing activities. So the data used is the data at the time the ship conducts fishing operations. The distribution of fishing vessels from VIIRS-DNB and VMS sensors is analyzed spatially and temporally, to know the percentage of fishing boat distribution matches detected by VMS and VIIRS-DNB is performed overlay techniques. Based on daily data VIIRS-DNB that fish vessels using lamps are detected in all Fisheries Management Areas of the Republic of Indonesia. The number of ships detected in each WPPN RI ranges from 4 to 748 fihsing vessel. In general, the results of spatial analysis of daily data VIIRS-DNB in 2014 showed that the highest in WPP-712 (Java Sea) daily average of ships detected as many as 748 fishing vessel and lowest in WPP-717 (Waters of Cenderawasih bay and Pacific Ocean) daily average detected as many as 4 fishing vessel. The daily average detected throughout WPPN RI is in WPP-571 (Waters of Malacca strait and Andaman Sea) as many as 38 ships, WPP-572 (West Indian Ocean Sumatra and Sunda Strait) as many as 134 fishing vessel, WPP-573 (waters of the Indian Ocean south of Java to south Nusa Tenggara, Sawu Sea, and West Timor Sea) as many as 39 fishing vessel, WPP-711 (waters of Karimata Strait, Natuna Sea, and South China Sea) as many as 337 fishing vessel, WPP-713 (waters of Makassar Strait, Bone Bay, Flores Sea, and Bali Sea) as many as 209 fishing vessel, WPP-714 (Waters of Teluk Tolo and Banda Sea) as many as 30 fishing vessel, WPP-715 (covering the waters of Tomini Bay, Maluku Sea, Halmahera Sea, Seram Sea and Berau Bay) as many as 10 fishing vessel, WPP-716 (waters of Sulawesi Sea and North Halmahera Island) as many as 39 ships and WPP-718 (waters of Aru Sea, Arafuru Sea, and East Timor Sea) as many as 91 fishing vessel. The results of temporal analysis of viirs-DNB sensor detection in WPP-712 and WPP-713 peaks were detected in September, WPP-571 peaks detected in March, WPP-572, WPP-573, WPP-711, WPP-715 and WPP-716 peaks detected in May, WPP-714 and WPP-717 peaked in November and WPP-718 peaked in October. Based on the results of temporal analysis there are peak differences detected in 11 WPPN RI, this is due to several factors including the different cloud cover levels of each WPPN RI and the oceanographic condition of the waters of each WPPN RI. The results of temporal analysis of VMS data in 2014 contained peak variations in detection. At WPP-571 peaks detected in May, WPP-572 and WPP-714 in April, WPP- 573 and WPP-712 in November, WPP-711 in July. WPP-713 in January, WPP-715 in October, WPP-716 in September, WPP-717 in June and WPP- 718 in December. VMS data can be used to analyze the spatial and temporal distribution of fish vessels in Indonesian waters. Spatially the largest distribution of fish vessels was in WPP-711 and WPP-712 while temporally the number of fish vessels detected increased in September to November 2014. Based on the overlay results between the presence of ships from VMS and VIIRS-DNB obtained the level of match distribution of VMS and VIIRSDNB vessels by 26.04% so that 73.94% of fish vessels detected by VIIRS were not informed by VMS.
