Abstract: Arad masih banyak digunakan oleh nelayan di Muarareja, meskipun penggunaannya dilarang melalui Peraturan Menteri Kelautan dan Perikanan Nomor 2 Tahun 2015 dan pemerintah telah memberikan bubu sebagai pengganti arad. Tujuan dari penelitian ini adalah untuk melakukan Analisis Multi Kriteria dari aspek biologi, teknis, dan ekonomi dari penggunaan arad dan bubu, menganalisis dan mengevaluasi persepsi nelayan dan pakar terhadap pelarangan arad dan progran bantuan alat tangkap ramah lingkungan, serta menyusun rekomendasinya bagi penerapan kedua kebijakan ini di masa mendatang. Variabel yang diteliti adalah aspek biologi, teknis, dan ekonomi dari penggunaan arad dan bubu, persepsi nelayan dan pakar tentang pelarangan arad, dan Program Bantuan Alat Tangkap Ramah Lingkungan. Responden dalam penelitian ini adalah 35 nelayan arad yang menerima bantuan alat tangkap bubu yang ramah lingkungan yang diambil melalui sampel jenuh, 6 pakar non akademik, dan 3 pakar akademik. Analisis Multi Kriteria dilakukan pada aspek biologi, teknis, dan ekonomi dari penggunaan arad dan bubu. Uji Kruskall Wallis dilakukan untuk melihat ada atau tidak perbedaan antara persepsi nelayan dan pakar. Hasil Analisis Multi Kriteria menunjukkan penggunaan bubu (86%) > arad (67%), ada perbedaan persepsi antara nelayan dan pakar terkait dengan keramahlingkungan arad. Nelayan menyatakan ketidaksetujuannya, sedangkan pakar menyatakan kesetujuannya. Faktor yang menghambat penerapan peraturan pelarangan arad adalah kekurangpahaman nelayan tentang dampak buruk arad terhadap ketersediaan sumber daya ikan dan keberlanjutan usaha perikanan yang mereka lakukan. Faktor-faktor yang menghambat pelaksanaan Program Bantuan Alat Tangkap Ramah Lingkungan adalah jumlah bubu yang kurang memadai dan bentuknya tidak sesuai harapan nelayan. Agar peraturan pelarangan arad dan Program Bantuan Alat Tangkap Ramah Lingkungan dapat berjalan sebagaimana mestinya, perlu dilakukan sosialisasi yang intensif tentang dampak buruk arad dan pemenuhan kebutuhan bubu dalam jumlah yang mencukupi dan bentuk yang sesuai.
Arad (Mini Trawler) is still common used by fishermen in Muarareja, even though it has been banned through the Regulation of the Minister of Marine and Fisheries No.2 of 2015. As support, the Government provided an eco-friendly fishing gear (traps) called bubu to replace arad. This research aimed to evaluate the biological, technical, and economic aspects of arad and bubu through Multi-Criteria Analysis, analyze stakeholder's perceptions of Arad prohibition and bubu supporting program as arad replacement, and arrange the policy recommendation to two of those policies in the future. The variables studied were the biological, technical, and economic aspects of the use of arad and traps, the perceptions of fishermen and experts about the prohibition of arad, and the Environmentally Friendly Fishing Gear Supporting Program. Respondents in this study were 35 arad fishermen who received fishing gear support from the government which were taken through saturated samples, 6 non-academic experts, and 3 academic experts. Multi-Criteria Analysis is carried out on the biological, technical, and economic aspects of the use of arad and traps. The Kruskal Wallis test was conducted to see whether or not there was a difference between the perceptions of fishermen and experts. Multi-Criteria Analysis results show that bubu usage (86%) is better than arad (67%), there are different points of view between fishermen and other stakeholders (experts). Fishermen stated their disagreements, on the contrary, the experts said the other way. The factor that hinders the implementation of the arad prohibition regulation is the lack of understanding of fishermen about the bad effects of arad on the availability of fish resources and the sustainability of their fisheries business. The factors that hinder the implementation of the Eco-Friendly Fishing Gear Supporting Program are the insufficient number of traps and the shape that does not meet fishermen's expectations. For the arad prohibition regulations and the Eco-Friendly Fishing Gear Supporting Program to run as it should be, it is necessary to conduct intensive socialization about the adverse effects of arad and fulfill the need for traps in sufficient quantities and appropriate design.
