Analisis Kinerja Posdaya Sebagai Lembaga Pra Koperasi

Abstract

Posdaya merupakan lembaga pra koperasi yang mulai muncul di Indonesia dalam satu dekade terakhir. Pertumbuhan posdaya pada setiap desa di Indonesia diharapkan dapat menjadi solusi untuk meningkatkan perekonomian yang diawali dengan hidupnya UMKM kreatif dalam setiap desa. Posdaya merupakan upaya pemerintah untuk merevitalisasi peran koperasi di Indonesia dengan memperkuat lini bawah. Penelitian ini bertujuan untuk mengukur kinerja posdaya dengan objek Posdaya Puspa Lestari dan Posdaya Mandiri Terpadu. Pemilihan kedua posdaya tersebut disebabkan oleh pemberian saran dari Pusat Pengembangan Sumberdaya Manusia Institut Pertanian Bogor (P2SDM IPB). Pengukuran kinerja dilakukan dengan pendekatan Balanced Scorecard dan pengambilan data dilakukan dengan cara purposive dengan wawancara langsung serta menyebarkan kuesioner. Hasil pengukuran kinerja kedua posdaya menunjukkan bahwa perspektif keuangan menjadi perspektif yang paling diprioritaskan (0,297 dan 0,271). Dalam Posdaya Puspa Lestari, perspektif pelanggan berada di urutan kedua dengan nilai bobot sebesar 0,239 kondisi ini disusul oleh perspektif pertumbuhan dan perkembangan serta perspektif bisnis internal sebagai perspektif di urutan paling terakhir yang memiliki nilai bobot masing-masing sebesar 0,237 dan 0,225. Sementara itu, di Posdaya Mandiri Terpadu perspektif yang menempati urutan kedua adalah perspektif bisnis internal dengan nilai bobot sebesar 0,256 dan diikuti oleh perspektif pertumbuhan dan perkembangan di urutan ketiga dan perspektif pelanggan di urutan terakhir dengan nilai bobot masing-masing sebesar 0,246 dan 0,225. Posdaya Puspa Lestari maupun Posdaya Mandiri Terpadu mendapatkan penilaian dengan predikat sangat baik (sangat sehat). Kata kunci: balanced scorecard, kinerja, perspektif, posdaya

Posdaya is a pre-cooperative institution that has emerged in Indonesia in the last decade. The growth of Posdaya in every village in Indonesia is expected to be a solution to improve the economy which begins with the life of creative MSMEs in each village. Posdaya is the government's effort to revitalize the role of cooperatives in Indonesia by strengthening the bottom line. This study aims to measure the performance of the Posdaya with the Posdaya Puspa Lestari and Posdaya Mandiri Terpadu. The choice of the two posdaya was due to the provision of advice from the Center for Human Resource Development, Bogor Agricultural University (P2SDM IPB). Performance measurement is done using the Balanced Scorecard approach and data collection is done by purposive by direct interviews and distributing questionnaires. The results of the performance measurement of both posdaya show that the financial perspective is the most prioritized perspective (0,297 and 0,271). In Posdaya Puspa Lestari, the customer perspective is in second place with a weighted value of 0,239, this condition is followed by the perspective of growth and development as well as the perspective of internal business as the last perspective which has a weight value of 0,237 and 0,225. Meanwhile, in Posdaya Mandiri Terpadu, the perspective that ranks second is the internal business perspective with a weighting value of 0,256 followed by a growth and development perspective in the third place and a customer perspective at the last position with a weight value of 0,246 and 0,225. Posdaya Puspa Lestari and Posdaya Mandiri Terpadu received a very good predicate. Keywords: balanced scorecard, performance, perspective, posdaya
