Abstract: Efektivitas pengelolaan merupakan hal yang penting untuk melihat sejauh mana kegiatan pengelolaan mencapai tujuan dan memberikan hasil atau dampak yang positif baik bagi sumberdaya hayati maupun masyarakat dalam kawasan tersebut. Penelitian ini bertujuan untuk menilai efektivitas serta memetakan stakeholder yang terlibat dalam pengelolaan. Penelitian ini dilaksanakan pada Desember 2019 hingga Januari 2020 di Desa Malala, Desa Santigi dan Desa Ogotua. Metode penelitian yaitu obervasi dan wawancara. Pengelolan habitat dugong di Kabupaten Tolitoli dinilai cukup efektif dengan persentase efektivitas sebesar 44%. Indikator yang berpengaruh dalam pengelolaan habitat dugong menurut perspektif masyarakat adalah kesadartahuan masyarakat, persentase lamun, dan kualitas pengelolaan. Hasil penelitian menunjukkan bahwa stakeholder kunci terdiri dari Dinas Perikanan Kabupaten Tolitoli, Dinas Pariwisata, dan Pemerintah Desa, sedangkan nelayan, tokoh masyarakat, pelaku wisata, akademisi dan masyarakat pesisir merupakan stakeholder utama dimana posisi ini yang terkena dampak baik dan buruk dari suatu kegiatan. Stakeholder penunjang yaitu Pokmaswas, Kepolisian, dan Polrut/UPTD. Kata kunci: Dugong, Efektivitas, Pengelolaan, Stakeholder.
Management effectiveness is the extent to which management activities achieve objectives and provide positive results or impacts for both biological resources and communities in the area. This study aims to assess the effectiveness and map the stakeholders involved. This research was conducted from December 2019 to January 2020 in Malala, Santigi and Ogotua Village. The research methods were observation and interview. The management of dugong habitat in Tolitoli Regency was considered as quite effective with an effectiveness percentage of 44%. Indicators that influence dugong habitat management according to the community's perspective were community awareness, percentage of seagrass, and management quality. The result showed that the key stakeholders were The Fisheries Office of Tolitoli Regency, Departement of Tourism and Culture, and the Village Government. The main stakeholders were fishermen, community leaders, tourism actors, academics and coastal communities where this position got the impact of good and bad activities. Supporting stakeholders were Pokmaswas, Police, and Marine Police.
