Abstract: Berdasarkan data yang disusun/dirilis oleh Kementerian ESDM, rasio elektrifikasi di Indonesia baru mencapai 95% di tahun 2017 dan sebanyak 5% rumah tangga di Indonesia masih belum mendapatkan akses ke pelayanan penyediaan tenaga listrik. Untuk mengatasi permasalahan tersebut, salah satu upaya pemerintah yang dilakukan yaitu dengan memberikan fasilitas pendanaan infrastuktur melalui program Dana Alokasi Khusus bidang energi skala kecil. Namun, dalam pelaksanaannya, diduga pelaksanaan DAK bidang energi skala kecil tersebut belum berjalan secara efisien. Dari target yang telah ditetapkan oleh pemerintah, terlihat bahwa serapan anggaran, peningkatan jumlah desa berlistrik, serta peningkatan jumlah kapasitas pembangkit masih belum optimal. Oleh sebab itu, penelitian ini dilakukan dengan tujuan yaitu untuk menganalisis kinerja pelaksanaan DAK bidang energi skala kecil. Penelitian ini mencakup kinerja 17 provinsi di Indonesia sebagai pelaksana Dana Alokasi Khusus (DAK) bidang energi skala kecil tahun 2017. Metode analisis yang digunakan yaitu Data Envelopment Analysis (DEA). Berdasarkan hasil yang didapat, ditemukan bahwa hanya 8 provinsi yang melaksanakan DAK bidang energi skala kecil dengan efisien. Hasil analisis DEA menunjukkan bahwa variabel ouput yang dapat ditingkatkan antara lain rumah tangga berlistrik, kapasitas terpasang pada masing-masing rumah dan desa berlistrik. Rendahnya tingkat efisiensi pelaksanaan DAK bidang energi skala kecil dapat dilakukan beberapa upaya strategi dalam pelaksanaannya. Strategi tersebut antara lain, Perencanan program kegiatan, Evaluasi program kegiatan, Peningkatan kapasitas pegawai, serta Efisiensi program kegiatan. Dengan menggunakan analisis AHP serta menyebarkan kuesioner kepada 17 Provinsi pelaksana DAK maka diperoleh hasil bahwa perencanaan program kegiatan menempati posisi teratas sebesar 0.35 dalam strategi pelaksanaan DAK, Evaluasi program kegiatan sebesar 0.276, peningkatan kapasitas pegawai sebesar 0.21 serta efisiensi program kegiatan sebesar 0.164.
Based on data compiled/ released by the Ministry of Energy and Mineral Resources, the electrification ratio in Indonesia only reached 95% in 2017 and as many as 5% of households in Indonesia still have no access to electricity provision services. To overcome this problem, one of the government's efforts is to provide infrastructure funding facilities in the Special Allocation Fund program (DAK) for the small-scale energy development. However, in its implementation, it has been suspected that the implementation of DAK in the small-scale energy development has not been running efficiently. From the targets set by the government, it can be seen that the budget spending, the increase in the number of electrified villages, and the increase in the number of capacity generated have not been optimal. Based on those aforementioned reasons, this research was conducted to analyze the performance of DAK implementation in the small-scale energy development. This research discussed the performance of 17 provinces in Indonesia as the recipients of DAK in the small-scale energy development in 2017. The analytical method used is Data Envelopment Analysis (DEA). Based on the results obtained, it was found that only 8 provinces performance well in their DAK implementation in the small-scale energy development efficiently. The results of the DEA analysis also displayed that the output variables that can be improved are electrified households, the installed capacity of each house and the village with electricity. The low level of efficiency in the implementation of DAK in the small-scale energy sector can be carried out in several strategic efforts in its implementation. These strategies include planning program activities, evaluating activity programs, building employee capacity and efficiency of activity programs. By using AHP analysis and distributing questionnaires to 17 DAK implementing provinces, the results show that planning for activity programs occupies the top position of 0.35 in the DAK implementation strategy, evaluation of activity programs is 0.276, employee capacity building is 0.21 and program activity efficiency is 0.164.
