      Abstract
      The objective of this research is to determine the characteristics of the problems in WAR Grand Forest Park, to determine a comprehensive management based on ecology, economy and socioculture and to develop a zonation suitability map in relation to sustainable management of WAR Grand Forest Park. The method used are descriptive, qualitative and quantitative. Analysis of the characteristic of the problem of WAR Grand Forest Park was analyzed by using tabulation and descriptive methodes. Policy strategic analysis for WAR Grand Forest Park management was analyzed using PHA method and SWOT. GIS was used as direction to determine the optional zonation for WAR Grand Forest Park based on strategic policy analysis. The result showed that degradation of WAR Grand Forest Park is caused by: 1) land resources availability (Open access), 2) indiscipline staff in WAR Grand Forest Park, 3) lack of law enforcement, 4) social economic and welfare motivation. PHA analysis showed that the main strategy for management of Tahura WAR is ecotourism (value: 0.402 or 40.2%) followed by ecotourism-agro forestry (value 0.386 or 38.6%), and Agro forestry (value 0.212 or 21.2%). Operational strategies that must be carryout by government are: (1) reducing illegal logging, (2) Policy regulation, (3) law enforcement for indiscipline staffs, (4) removal of regulation that contrast to the local government regulation such as Perda No. 7/2000 on retribution, (5) produce zonation suitability map for ecotourism purpose, (6) develop collaboration management of ecotourism in WAR grand forest park with the communities around Tahura WAR. Spasial analysis showed that region allocated for ecotourism purpose in WAR grand forest park has a topography of 600 mdpl and countur less than 40%.
