Pengembangan Sistem Monitoring dan Evaluasi Proyek Agroindustri Jambu Mete
Abstract
Problems found in monitoring and evaluation system of cashew agroindustry project are: (1) the need of farmer was not integrated in the monitoring and evaluation system activity, (2) the assesment indicators were not specific, i.e. top down and equal with the other project in the Department of Agriculture, (3) there is not convergent communication between the level of managers. All of the problems lead to poor performance of monitoring and evaluation system of cashew agroindustry project. The objective of this research is to improve the monitoring and evaluation system in the Department of Agriculture through: (1) the identification of evaluation and monitoring system development of the cashew agro industry project, and (2) the design of the evaluation and monitoring system of the cashew agroindustry project. This research was done at East Sumba Regency, East Nusa Tenggara Province from January to December 2005. Data analysis was done at the Laboratory of Computer, Faculty of Agriculture Technology, IPB. Data were obtained by implementing questionaires and in-depth interview method to the relevan actors of system. Furthermore, data were analyzed by Internal Factors Evaluation (IFE), External Factors Evaluation (EFE), SWOT analysis and Analytical Hierarchy Process (AHP). The results of this research show that the evaluation and monitoring system development requires exact indicators of assessment, availability of technology, and tangible evaluation and monitoring team. Furthermore, to reach the activity of monitoring and evaluation, a convergent communication between the actor of monitoring and evaluation system and the farmer is required.
