Strategi Peningkatan Investasi Kabupaten Indramayu

Abstract

Indramayu is regency that produce Oil and Earth Gas in Indonesian and as main paddy granary for West Java Province. So that the investment in this sectors is a strategic effort. However the investment at both sectors have problem itself. Based from that thing this Region Development Study have intention to know investment developing, analyzing investment competitiveness and make Indramayu Regency investment increasing strategy. Methods that is used in this study is competitiveness analysis by using Porter’s diamond model and AWOT’s model as merging as Strength, Weakness, Opportunity and Threats (SWOT) with Analytical Hierarchy Process (AHP). Data that is used in this study is secondary data which is; economic potency, financially region and Gross Regional Domestic Product. Primary data is perception of investor and expertise about investment competitiveness and priority alternative of increasing investment strategy. The Analysis showing result: First, Indramayu Regency up to year 2000-2005 experience investment decreases. Second, analysis result about investment competitiveness show the priorities factor that most regard Indramayu Regency investment competitiveness alternately which ares strengt factor (0,458), weakness (0,280), opportunity (0,162), and threat (0,100). The most influence priority element of Indramayu Regency investment competitiveness strengths factor alternately which are economy potency (0,351), zona and industrial cluster (0,246), bureaucracy support (0,164), quantity of labour (0,104), strategic position and landmass (0,076), and region culture (0,060). The most influence priority element of Indramayu Regency investment competitiveness weaknesses factor alternately which are low infrastructure quality (0,378), low quality of human capital (0,252), less in promotion (0,160), Indramayu Regency unfoldment (0,115), and regional regulation troublesome (0,115). The most influence priority element of Indramayu Regency investment competitiveness opportunities factor alternately which are development of Jakarta – Cirebon land transportation (0,498), Cirebon’s Samudera Port development (0,367), and Sumedang's Jatigede Weir development (0,135). The most influence priority element of Indramayu Regency investment competitiveness threats factor alternately which are competition with other region (0,443), low banking support (0,387), and slowing publication of minimum standards of service (0,169). Third, from the competitiveness analysis, priority alternative strategy in increasing Indramayu Regency investment alternately which are developing zone and industrial cluster (0,551), developing agroindustry upstream until downstream (0,237), developing institution (0,138), and increasing human capital quality (0,074).

Government and the society believe that investment playing role in economy growth, labors absorption, poverty reduction. To fulfill this expectation, it is very important to improve the investment competitiveness and strategy planning in investment increasing. Come from this point, then this regional development study is purposed to study the investment development, to analyzed investment competitiveness and to fonnalize an Investment increasing strategy of Indramayu Regency. Method being used in this study is first; competitiveness analyst, and second; SWOT and AHP method. Data being used in this study are secondary data, which are economy potency, regional keuangan, and PDRB, data primer which are investor perception and expert infonnant about the investment competitiveness and priority alternative of investment increasing strategy.
