Development of coastal tourism area based on the local community. Case study of group organizer of coastal tourism area “Samudera Baru” in Desa Sungaibuntu, Kecamatan Pedes, Kabupatern Karawang, West Java

Abstract

Development of coastal tourism area based on the local community through reinforcement institutionalism approach is one alternative to realize the sustainable of tourism activity has been supported by all party in community, with combine the expectation of between group of organizer of coastal tourism area and stakeholders; in this case that local community institutions, covering institute are BPD, LPM, religion figure, ellite figure and figure of young fellow and also govermental institute, covering are sie. PMD. UPTD PKP of Kecamatan Pedes and on Departemen Penerangan, Pariwisata dan Kebudayaan Kabupaten Karwang. This study aim to comprehend the profile institue of organizer of coastal tourism area “Samudera Baru” which can sustained the continueing of tourism area, identifying problem faced by the institutions and also compile the solution altenative to the problems and the strategy of community development partisipatively through institutions reinforcement for continuation of environment or tourism area. Research methode used in this community development study is qualitative approach. Technique fo data collecting used by 1) observation, (2) circumstantial interview (3) documentation study, and (4) group discussion. Result of study to profile of group of organizer of coastal tourism area “Samudera Baru” evaluated from target aspect are leadership, division duty and role, pattern of relation and communication, cooperation and knowledge have generated the relevant critical issue with the appearance of prostitution phenomenon, damage of beauty of environmental continuity, intranparancy management and non responsiveness of organizer group to expectation and community aspiration and also the existence of potential agrariant conflict. Continueing of tourism area can be existed by if there are balance among of aspect are economic, social, ecological and agrariant. Pursuant to analysis of group of organizer of tourism are “Samudera Baru” and critical issue that happened indicate that the group have been able to show the economical function, have growed the initiative, relevant opinion and idea with the aspect are social, ecological and agrariant through not yet been supported by optimal effort. Pursuant to mentioned is hence formulated by a reinforcement program for individual trussed in basin of organizer of coastal tourism area “Samudera Baru”, a reinforcement program for the group and networking between the community and stakeholders through “co- management”. Through the programs formulated expected can be existed a development of coastal tourism area supported by community and stakeholders so that the tourism area development can fixed have continuation.
