      Abstract
      Scads is a potential fishing resources in Selayar regency. The production of scads fishery landed in Selayar regency was 31.5 ton in 2006. The objectives of the research are 1) to determine priority of catching technology development for scads fish in Selayar district; 2) optimum allocation of scads fish catching unit in Selayar district; and 3) to determine development strategy of scads fishery. Survey method and direct observation was used in research methodology. Some analysis used in this research were 1) Scoring method, to determine the best of scads fishing technology pursuant to biological, tehnical, sosial, economical aspects and environmentally friendly; 2) LINDO analysis was used to determine optimum allocation in scads fish catching unit; and 3) SWOT analysis was used to determine development strategy of scads fishery. The result of this research is that the scads purse seine fishing technology become the most effective, efficient and suistainable. Optimum number allocation of scads fish catching unit used in Selayar district waters is 61 units of purse seine. The development strategy of scads fishery at Selayar district are (1) Optimizing scads fishery; (2) Operating economical oil consumption fishing unit; (3) Capital effort with low interest are available; and (4) Improvement of stakeholders and public function in fishing gear operation controlling.
