      Abstract
      One of the main problems in developing marine and fishery sector in Indonesia in the great number of irresponsible fishing practices, internationally knouwn as illegal, unreported and unregulated (IUU) fishing. IUU-Fishing is a serious threat to the responsible management of fish resources and an obstacle to the development of continued cact fishery. In this, there are 335 prawn trawlers above 30 GT as licensed by Marine and Fishery Departement in operation in Arafura Sea. Others prawn also has took the same activity but does not with licensed. Thre result of identifying fishing violations in Arafura Sea ia as follows : many fishing ships were not equipped with a fishing license, many ship did not obey the articles in the license, many ships were not eqipped with veseels monitoring sistem (VMS), and there were pair trawl. Unreported fishing happened because many fishers unload and sold the is cacth at sea (transhipment). Policy strategy in over coming IUU-Fishing by the Papua Province goverment which is formulated using SWOT analysis is to increase the role of government investigating officers from Marine and Fishery Departement through the establishment of fishery yudicial institution, to provide a surveillance ship, to build a supporting fishery port, to increase fund allocation to the supervisory activity, to improve coordination to control crimes at sea, and recruit more fishery personnel.
