E-Democracy: Evaluasi pemanfaatan web oleh KPU pada pemilu 2014 dan pengembangan prototipe web KPU

Abstract

E-government development, especially webs can improve the public services of a government institution. However, according to some studies, the use of the web in Indonesia remains inadequate. Utilization of e-government in the electoral process is the basic of the e-democracy implementation. E-democracy is the utilization of information technology to improve the public participations in democracy. Election Commisions (KPU) is a government institution that holds elections and serves the public during the election process. The aim of this study is to determine the utilization of the web by the KPU in the 2014 election process. To this end, we evaluate the variables that exist in the KPU web in Indonesia. The analysis was performed on 264 webs of the 531 KPUs that consist of Central KPU, Provincies KPUs, Cities KPUs and Regencies KPUs . The analysis is based on the following variables: 1) categories of information, 2) transactions , 3) participation based on the definition of e-democracy and 4) ease of use. The results show that the KPU web is still in the stage of providing information to the public. The Central KPU web obtains the highest points of 15 out of 24 variables. The prototype of KPU web is developed according to the result of the analysis phase. The prototype of KPU web has some recomendations. These recomendations are: 1) user-based information classification, 2) information about parties and election candidates, 3) information about voting results, 4) online transactions and 5) an election forum.
