Halal certificate is a written evidence given by LPPOM MUI to industry or enterprise, as a proof that the product producted by the industry is halal. Small and medium industries were choosen in this study by considering its economic potential. Total number of Small and medium indusries in Indonesia which are registered in Ministry of Industry is around 4 million units, with around 10 million manpowers work in 2014. Bread and cake products are choosen in this study due to its high critical halal point, and economic potential. Those cirtical point is margarine, yeast, and another ingredients which has a chance to containt pork‟s derivative. Bread and cake potential, from economic side could be observed from it‟s high production value, about 30.9% during 2008-2010 period. This study done by interview based quitionare. Factors which are significantly affect is known by logistic regression analysis, while to know the respondent‟s charactertistic descriptive analysis is used. Study result with Logistic regression method shows there are three significant variables: industry owner age, accesibility which have a positive parameter, and knowledge about halal criteria, which has a negative parameter. Descriptive analysis results shows from total 37 industries, there are 22 industries which already have a halal certificate, and 15 industries which dont have a halal certificate.
