      Analisis dampak kebijakan upah minimum terhadap tingkat kemiskinan indonesia

      Abstract
      Indonesia merupakan negara dengan kekayaan alam dan budaya yang melimpah, namun tingkat kemiskinan di Indonesia masih saja tinggi, meskipun setiap tahunnya tingkat kemiskinan Indonesia mengalami penurunan. Salah satu kebijakan di bidang ketenagakerjaan untuk mengentaskan masalah kemiskinan adalah kebijakan upah minimum. Kebijakan Upah Minimum Provinsi dibuat dengan tujuan meningkatkan kesejahteraan para pekerja sehingga merupakan salah satu kebijakan yang akhirnya diharapkan dapat mengurangi tingkat kemiskinan di Indonesia. Fakta menunjukkan bahwa tingkat kemiskinan di Indonesia masih saja tinggi meskipun kebijakan UMP tersebut telah diterapkan. Penelitian ini bertujuan untuk melihat dampak kebijakan Upah Minimum Provinsi terhadap tingkat kemiskinan Indonesia periode tahun 2007-2012. Metode yang digunakan adalah metode analisis data panel dengan model estimasi terbaik yaitu fixed effect model (FEM). Hasil analisis regresi menunjukkan bahwa variabel Produk Domestik Regional Bruto (PDRB), Upah Minimum Provinsi (UMP), dan tingkat pendidikan memiliki pengaruh yang signifikan terhadap tingkat kemiskinan. Upah Minimum Provinsi (UMP) memiliki pengaruh yang negatif dan signifikan terhadap tingkat kemiskinan di Indonesia selama periode penelitian.
       
      Indonesia is a country with plentiful both of natural resources and culture, but the level of poverty in Indonesia is still high, although it decreases in each year. One of the policies in the field of labor to alleviate the problem of poverty is the minimum wage policy. Provincial minimum wage policy was made with the aim of improving the welfare of the workers so that is one of the policies that ultimately expected to reduce the level of poverty in Indonesia. Facts show that the poverty rate in Indonesia is still high despite the minimum wage policy has been applied. The study aims to look at the impact of minimum wage policy on poverty in Indonesian province in year 2007-2012. The method used is the method of analysis of panel data model with the best estimate of the fixed effect model (FEM). Regression analysis showed that the variables Gross Regional Domestic Product (GRDP), the provincial minimum wage, and level of education have a significant effect on the level of poverty. Provincial minimum wage has a negative and significant effect on poverty levels in Indonesia during the study period.
