Peran sektor perkebunan terhadap pertumbuhan ekonomi kabupaten bondowoso

Abstract

Kabupaten Bondowoso merupakan salahsatu kabupaten tertinggal di Jawa Timur. Sektor ekonomi yang memiliki potensi di Kabupaten Bondowoso adalah subsektor perkebunan. Pengembangan subsektor perkebunan dilakukan untuk meningkatkan perekonomian Kabupaten Bondowoso. Tujuan penelitian ini adalah (1) menganalisis sektor unggulan Kabupaten Bondowoso, (2) menganalisis daya saing subsektor perkebunan Kabupaten Bondowoso, serta (3) menganalisis peran subsektor perkebunan terhadap pertumbuhan ekonomi Kabupaten Bondowoso. Metode yang digunakan adalah Location Quontient, metode Shift Share, dan metode panel statis. Hasil penelitian menunjukkan bahwa subsektor perkebunan merupakan sektor unggulan Kabupaten Bondowoso, dengan daya saing baik namun pertumbuhan lambat. Dukungan kelembagaan atas komoditi kopi serta akses pasar yang mudah atas komoditi tembakau menyebabkan daya saing yang baik, namun penggunaan cara tanam tradisional dan varietas non unggulan menyebabkan subsektor tanaman perkebunan memiliki pertumbuhan lambat. Hasil olahan data panel menunjukkan bahwa variabel Produk Domestik Regional Bruto (PDRB) sektor perkebunan dan produksi kopi berpengaruh positif terhadap pertumbuhan ekonomi Kabupaten Bondowoso.

Bondowoso is one of underdeveloped districts in East Java in 2012. The one of potential sector in Bondowoso is plantation subsector. The development of plantation subsector done to improve the economy of district Bondowoso. The purpose of this research was (1) to analyzed the leading sector, (2) analyzed the competitiveness of the plantation subsector, and (3) analyzed the role of the plantation subsector on economic growth of district Bondowoso. The method that used were Location Quotient, Shift Share, and panel method. The results showed that plantation subsector is leading sector in Bondowoso, with good competitiveness but experienced slower growth. Institutional support for the coffe and an easy market access for tobacco cause good competitiveness, however the use of traditional way of planting and varieties of non-winning plantation crop subsector has led to slower growth. The panel data processed show that variable regional gross domestic product of plantation and production of coffee influential positive toward economic growth of Bondowoso.
