      Abstract
      Penelitian ini bertujuan menganalisis sistem hak kepemilikan lahan budi daya rumput laut, persepsi mengenai Zona Budidaya Bahari, dan hubungan antara persepsi dengan tingkat kepatuhan aturan Zona Budidaya Bahari. Metode penelitian ini menggunakan metode kualitatif dan kuantitatif. Hasil penelitian menunjukkan secara de jure pembudidaya rumput laut memiliki hak akses dan hak pemanfaatan, namun secara de facto memiliki hak akses, hak pemanfaatan, hak pengelolaan, dan hak eksklusi. Perbedaan ini menunjukkan bahwa hak kepemilikan masih belum terdefinisi secara jelas, sehingga dapat memicu konflik hak kepemilikan. Secara umum, pembudidaya rumput laut memiliki persepsi yang rendah mengenai Zona Budidaya Bahari. Perbandingan pembudidaya rumput laut yang patuh dan tidak patuh terhadap aturan perlindungan aturan biota adalah seimbang. Kepatuhan terhadap aturan perlindungan biota dicirikan oleh moralitas. Selain itu, terdapat motif lain yang melatarbelakangi kepatuhan. Hal ini berkaitan dengan hasil uji hubungan yang menunjukkan tidak terdapat hubungan antara persepsi dan tingkat kepatuhan mengenai Zona Budidaya Bahari.
       
      This study aims to analyze the property right system of seaweed culture, perception about Budidaya Bahari Zone, and the relationship between perception and compliance level of Budidaya Bahari Zone rules. This study uses qualitative and quantitative methods. The results shows as de jure, seaweed cultivators have access right and withdrawl right, but as de facto, they have access right, withdrawl right, management right, and exclusion right. This difference shows that the property right is not clearly defined, so it can lead to conflict of property right. In general, seaweed cultivators have a low perception of the biota protection rules. The comparison between seaweed cultivators that comply and not comply the biota protection rules is equal. The compliance is characterized by morality. In addition there is another motive behind the compliance. This is related to correlation tests that shows no relationship between the perception and the level of compliance of Budidaya Bahari Zone.
