      Characteristics Analysis of Small-Scale Fisheries Management in Pacitan, East Jawa.

      Abstract
      Indonesian fisheries are dominated by small-scale fisheries. Small-scale fisheries is dominant and increasing number has caused problems of scarcity and fish resource competition. Management efforts have been made but have not demonstrated that the maximum result of the problem. Such efforts if not change will threaten the sustainability of small-scale fisheries. Pacitan is an area that is dominated by small-scale fisheries unexpectedly having the same problems as most small-scale fisheries, so it’s necessary for recommendation changes by first analyzing the characteristics of small-scale fishing units, analyze the utilization of fish resources and governance arrangements of small-scale fisheries management in Pacitan Fishing activities in Pacitan Pacitan scattered along the coast by boat and fishing gear are diverse. Types of catching ships/boats consists of KM , PMT and PTM with dominance by PMT reached. Outboard motor boats (PTM) are grouped into 8 groups based on fishing gear used. The dominant group is the PMT using a fishing traps, gill nets, and hook. Variations in the pattern of fishing operations due to environmental conditions, the ability of capital and fishing skills. Fishing trip penangkappan operations are affected by season, catching the target fish, and capture area. Utilization of fish resources in Pacitan quite intensive. The analysis showed a decline in fisheries production in pacitan for fish species of shark, white pomfret, manyung , snapper, stingray, gulamah and barong shrimp,during the period of 6 years from 2007 to 2012 ( P <0.05 ) . The decline trend of production followed by a decline in CPUE almost all units except purse seine fishing. Catching fish is heavily influenced by season (rain), the fewer rainy day, increasing the number of fishing trips, and vice versa ( P <0.05 ). Peak season fishing trips occurred between May - October months ( SI > 100 ). Regulatory and policy development has involved the role of fishermen although field supervision and law enforcement needs to be improved. Policy subsidy has been a positive stimulant for small-scale fishermen, but care should be taken in determining the type and amount of subsidy. The first recommendation is to solve the management problems of data collection, monitoring and enforcement, and then addressing the decline in the catch, increasing the number of fleets, fishing areas, weather conditions and seasons.
