Ambon city has developed quite rapidly, exceeding the district or city in Maluku. It can be seen from the average annual economic growth in the last five years, ranging from 5.5 to 7%. In terms of economic structure, economic Ambon City in the last three years (2008-2010), Fishery sector contributes an average of 17% per year, with a relatively stable growth of about 4.5% per year to PDRB. Large pelagic fish scattered on the south coast ecoregion Ambon city with an abundance of stock amounting to 620.6 tons per month with maximum sustainable yield (MSY) of 310.3 tons per month Existing resources can be utilized by developing community-based tuna fishing in the city of Ambon. By knowing the factors of production, can be made strategies for the development of community-based tuna fishing industry in the city of Ambon. The purpose of this study was to describe the present condition (present status) of tuna fishery in the city of Ambon, to analyze the factor influence levels of production towards the the tuna fishing development in the city of Ambon, to formulate strategic priority-based tuna fisheries development community in Ambon City. This study is expected to provide benefits to the development of science and technology in the field of fisheries, information material for tuna fisheries managers in developing a business, an input to government policy-making in the development of the tuna fishery in the city of Ambon, about the development of the fishing industry, especially the tuna fishery in the City Ambon. The study was conducted in January and March of 2013 in Ambon city there is Laha Village, Latuhalat Village and Seri Village. This study is expected to provide benefits is a method of collecting primary and secondary data. Respondents were selected by purposive sampling, with fishermen being taken was 60, for the analysis of the priority development of the tuna fishing industry as much as 6 people representing fishermen, tuna companies, and consumers. To describe the present status tuna fishery in Ambon analysis used is descriptive analysis to describe the start of production, fishing up in Ambon city. To analyze the influence of the factors production to the development of the tuna fishing in Ambon city analysis used is multiple regression analysis. SWOT analysis (strengths, weaknesses, opportunities, and threats) was conducted to determine what strategies are carried out for the development of the tuna fishing industry. SWOT results are used as a determinant of the strategic priorities of development of the tuna fishery are analyzed with hierarchy approach (AHP). Tuna fishery is one that is in the city of Ambon, in 2011 the production volume reached 1769.24 tons. Ambon has 5 districts is Nusaniwe District, Sirimau, Bay of Ambon, Ambon Bay Baguala and South Leitimur. Subdistrict Nusaniwe and Sirimau is the largest tuna producing area in Ambon city, in 2011 the number of tuna fisheries production amounted to 615.25 and 578.36 tonnes (Ambon City Department of Fisheries, 2012). Fishermen Ambon did tuna fishing operations using a trolling fishing line. The length of the vessel reached about 7- 11 meters, with a width of between 1-1.5 meters. The number of owners of fishing trolling in Ambon based on the results of the study, there were 60 fishermen. The results of multiple regression analysis of the relationship of tuna production gets the value of significance (sig) 0000. Sig value was in the range of beliefs <0.005 it means that the model is able to predict regersi tuna fishery production. The relationship model has a coefficient of determinant (R2) of about 0.719. This shows that the influence of the size of the ship together (X1), the size of the fishing gear (X2), fuel usage (X3), the use of ice cubes (X4), and Jumah ABK (X5) can explain 71.9% rise tuna production down. While the rest influenced by other factors beyond those examined. When you look at the value of the significance of each factor of production to prouksi tuna in Ambon, then just use BBM (X3) and the use of ice cubes (X4) which has a significance value of <0.05 (0.000), while the other three factors of production> 0:05. This shows that only the use of fuel and the use of ice cubes really noticeable effect in tuna production activities in Ambon City. Three other production factors do not lead to real change on the performance in producing activities in Ambon City. The order of priority of fisheries development strategies in Ambon City is the work ethic with an increased ratio of 0.161 interests. Increased scale tuna fishing effort has interest ratio 0.160. Improved fisheries infrastructure available at the same interest rate 0.116. The use of modern tools capture the interest ratio of 0.090. Increased fishing activity with a ratio of 0.076 interests. Improved handling of post-arrest to ensure the freshness of the fish has a ratio of 0.040 interests. Provision of adequate navigation tool is the last strategy with the benefit ratio 0.013.
