Public Attitudes Towards The Program Of Resilient Coastal Village Development In Teluk Naga Sub District Tangerang District Banten Province
Abstract
Indonesian coastal areas faces four main issues, namely: (1) high levels of poverty, (2) high damage of coastal resources, 3) low independence of the village social organization and fading local culture, and (4) low infrastructure in the village and residential environmental health. Those factors are likely to increase vulnerability of the community to natural disasters and climate risks. The above condition is also experienced by coastal community living in Teluk Naga Sub District, Tangerang, Banten. Has also experiencing the above condition, in response to the situation the government launced Resilient Coastal Village Development program in 2012. This program is one of the steps in strengthening the coastal conditions by implementing five main things (the coaching of people, effort, resources, infrastructure, environment, and disaster awareness as well). In implementing the program, it requires the community involvement, therefore, the program could be successful. This study analyzes the attitude of people towards the program and factors associated with the attitudes towards program. The study was designed by using survey method. The location of this research was in the village of Tanjung Pasir and Muara, in Teluk Naga District, Tangerang Regency. The determination of the village was done by considering that the village was still implementing the program. The sample was 60 respondents, selected by using stratified random sampling, taken proportionally, based on the group activity distribution of the participants of program. Data collection was conducted in June to August 2013. Primary data were collected through direct observation and structured interviews used questionnaire to obtain the information related to the characteristic of respondents, social, the level of program management, and the attitude description of people using the program in the village.The secondary data were obtained from various related institutions. The data management and analysis used descriptive statistics, and inferential statistics (Rank Spearman) by using SPSS 20 software. The results showed the coastal community had attitude positive respon but attitudes not showing the real action in the maintenance of sustainable environment. The level of acceptance and community response were at high category, i.e. 55.0% and 48.3%, but in the attitude of respecting and value establishment were in the middle category, i.e. 48.3% and 73.3%. This indicated that the community had not been able to develop character that could maintain the environmental conditions, infrastructure, economy, and disaster awareness. Spearman rank analysis showed that the factors associated with people’s attitudes towards program were the characteristic of social environment and program management level.
