Development of Sustainable Giob Fisheries in Kayoa, South Halmahera
Abstract
Giob fishery is one of the major fisheries in Kayoa, South Halmahera Regency, requires various aspects related studies. This study aims to formulate alternative development strategies of giob fisheries sustainability. Data collection was conducted from November 2011 to October 2012. The analysis includes: giob fishing conditions, biology of halfbeak fish (Hemiramphus sp.), giob fisheries technical evaluation, giob fisheries sustainability, and sustainable development of giob fisheries. This study showed that halfbeak females experienced two phases of the gonads mature season i.e. in January-March and September-November. The food composition of the fish consisted of phytoplankton (52.80%), debris (31.36%), crustaceans (12.04%), zooplankton (3.73%), and fish scales (0,08%).The natural mortality rate (M) was 0.78 per year, greater than rate of fishing mortality (F) of 1.48 per year, the exploitation rate (E) of 0.65 per year. Technical factors of giob production that have a significant influence was fuel price. In term of financial analysis, the giop vessel size of 10.5 GT benefit better than the size of 4.5 and 15 GT. The parameter of NPV, IRR, B/C ratio, ROI for the vessel of 10.5 GT was Rp 72,795,666; 7.02%, 1.04; 7.80, respectively. This study suggest that priority sequence of development strategies of sustainable giob fisheries in study area (with interest ratio) are: 1) monitoring of exploitation of halfbeak fish resources (0.421); 2) conduct a capacity building program for the giob fishermen ( 0.226); 3) technological innovation of giop fishing gear (0.222); 4) to establish a cooperative management (co-management) for giop fisheries (0.180), and 5) cacth optimum of halfbeak fish (0.132).
