Along with Indonesian rice consumption increasing is also national rice production. In indonesia, rice production increased but goverment still import to meet domestic demand. Rice import in Indonesia tend to fluctuate every year. The largest rice import to Indonesia are coming from Vietnam and Thailand. Both countries are also a country has the largest amount of rice production in Asia. The high production of rice in Thailand and Vietnam made two countries as rice net exporter in Asia. Indonesia is one of countries as export of Thailand and Vietnam rice. The achievement of surplus in a country cant separated from succesfull of rice reserves management. Almost all countries in asia implementing national policies about national rice reserves. Rice reserve have a purpose for emergencies such as natural disasterand for the shake of price stabilization. Rice reserves of management in Indonesia is do by the goverment through BULOG. Meeting the demand of rice reserves are not only from domestic production but also from abroad by imported from countries as net export. Rice import in the rice reserves has a function as a goverment suppport of rice stock in the country to still be able to maintain stable domestic price as well as a back up in a case of a disaster anytime. Hence, the rice import of rice reserve is to be the end of the domestic rice procurement to be owned by BULOG. Objectives of this research are to analyze a condition of the national reserve and the performance of BULOG. Second, to analyze Vietnamese rice import towards rice reserves and indentifying of other factors. This research is analyzed using descriptif method and multiple linear regression equation. The result is in their role BULOG to procure a rice through cooperation with Mitra Kerja, UPGB and SATGAS. Vietnamese rice import has not influence on national rice reserve and there are other factors such as rice import tariff, domestic price, domestic demand, domestic procurement of rice, and domestic rice production. Rice reserve mechanism in Indonesia is centered in rice chain trading system wheres farmers have unfavorable position. Therefore it is necessery to reform rice stock management in Indonesia trough increase production and revitalizing the role of BULOG.
